Opportunity description

Winter road maintenance is intended to mitigate the inconvenience associated with the occurrence of atmospheric phenomena during the winter period. The rules for carrying out the work and the service technology result from the currently applicable winter road maintenance standards (Appendix No. 10 to the SWZ). The winter road maintenance standards describe the condition in which a road is to be maintained for a given standard and the permissible deviations from the standards after snowfall has ceased and from the time the occurrence of the phenomenon is identified. The service consists of clearing roads, streets and accompanying facilities (bus bays, parking lots) of snow, ice and slush and eliminating winter slipperiness, monitoring and inspecting the condition of road and street surfaces, and carrying out a one-time cleaning of roads after the winter period. More than 50% of the roads are unpaved roads with a width of approximately 2.5-5.0 m; the remaining roads have the following surfaces: bituminous, reclaimed asphalt, surface-dressed with asphalt emulsion. The Municipality's area has been divided into 3 parts/regions, which define the scope of operation of the Contractors. Planned winter road maintenance covers approximately 293.86 km of roads and approximately 6,500 m2, in accordance with the table included in the SWZ and the pricing forms for the individual parts/regions. The scope of the service will be performed in accordance with the terms of the SWZ together with its appendices and on the basis of the provisions of the concluded contract. All requirements specified in the documents indicated above constitute minimum requirements, and compliance with them is mandatory. Failure to meet the above-mentioned minimum requirements will result in rejection of the tender as non-compliant with the procurement conditions pursuant to Article 226(1)(5) of the Pzp Act.
