Opportunity description

1. The subject of the contract is the winter maintenance of the roadways of the city of Gdynia, divided into sectors 1-4 – 4 parts of the contract. 2. The material scope of the contract includes winter maintenance services for road surfaces of lesser transport importance – category III, III (#) and IV roads in the 2026/2027 winter season, in particular: clearing snow, ice (eliminating slipperiness) and slush, as well as removing excess snow, including loading and transporting the snow up to a distance of 20 km, to a location indicated by the Contracting Authority. 3. The subject of the contract comprises 4 PARTS – 4 SECTORS 1) Part 1 – SECTOR 1; 2) Part 2 – SECTOR 2; 3) Part 3 – SECTOR 3; 4) Part 4 – SECTOR 4, each part (sector) comprising within its scope the basic contract and the contract covered by the option right. 4. The subject of the contract for PART 1 – SECTOR 1 includes a service consisting of the winter maintenance of street roadway surfaces, in particular clearing snow, ice (eliminating slipperiness) and slush, as well as removing excess snow, including loading and transporting the snow up to a distance of 20 km, to a location indicated by the Contracting Authority (if the option right is exercised). 2. SECTOR 1 covers the area located in the districts of: Babie Doły, Oksywie, Obłuże, Pogórze, Chylonia, Cisowa, Działki Leśne, Grabówek, Leszczynki, Pustki Cisowskie - Demptowo, Witomino, port areas in Śródmieście, in accordance with the overview map (Annex S1-5); 3. In sector 1, approximately 47 139 m of roads are covered by permanent winter maintenance, including: 1) category III and III (#) roads: 24 918 m; 2) category IV roads: 22 221 m. 4. The anticipated length of roads covered by maintenance may be increased or decreased by no more than 5% (a maximum total of +/- 2 356,95 m) in relation to the total length of roads specified in the list of streets for winter maintenance, in the event of: 1) a change in road categories; 2) the inclusion of roads in permanent maintenance, including roads maintained on an intervention basis; 3) a change in traffic organisation; 4) the construction or reconstruction of roads; 5) public transport needs; 6) a change in the legal situation; 7) the need to change the road maintenance standard. 5. Accordingly, during the term of the contract, permanent winter maintenance may cover: 1) a maximum of 49 495,95 m of roads, including: a) category III and III (#) roads: 26 163,90 m, b) category IV roads: 23 332,05 m; 2) a minimum of: 44 782,05 m of roads, including: a) category III and III (#) roads: 23 672,10 m, b) category IV roads: 21 109,95 m. 6. The subject of the contract for PART 1 – SECTOR 1 includes the scope of the basic contract and the scope of the contract covered by the option right, estimated jointly at: 1) 1 500 hours of WINTER OPERATIONS on category III and III (#) roads included in the list; 2) 1 500 hours of WINTER OPERATIONS on category IV roads included in the list; 3) 10 000 m – the length of category III and III (#) and/or IV streets not included in the list, commissioned for one-off “snow clearing”; 4) 2000 m3 – removal of excess snow, including loading and transporting the snow up to a distance of 20 km. 7. The basic contract, WINTER OPERATIONS, includes: 1) category III and III (#) roads included in the list – 450 hours; 2) category IV roads included in the list – 250 hours; 3) 500 m – the length of category III and III (#) and/or IV streets not included in the list, commissioned for one-off “snow clearing”. 8. Contract under the option right: WINTER OPERATIONS includes: 1) category III and III (#) roads included in the list – 1 050 hours; 2) category IV roads included in the list – 1 250 hours; 3) 9 500 m – the length of category III and III (#) and/or IV streets not included in the list, commissioned for one-off “snow clearing”; 4) 2000 m3 – removal of excess snow, including loading and transporting the snow up to a distance of 20 km. 9. SECTOR 2 covers the area located in the districts of: Kamienna Góra, Redłowo and partially in the districts of: Śródmieście, Wzgórze Św. Maksymiliana, Orłowo, in accordance with the overview map (Annex S2-5). 3. In sector 1, approximately 53 495 m of roads are covered by permanent winter maintenance, including: 1) category III and III (#) roads: 32 004 m; 2) category IV roads: 21 491 m. 4. The anticipated length of roads covered by maintenance may be increased or decreased by no more than 5% (a maximum total of +/- 2 674,75 m) in relation to the total length of roads specified in the list of streets for winter maintenance, in the event of: 1) a change in road categories; 2) the inclusion of roads in permanent maintenance, including roads maintained on an intervention basis; 3) a change in traffic organisation; 4) the construction or reconstruction of roads; 5) public transport needs; 6) a change in the legal situation; 7) the need to change the road maintenance standard. 5. In sector 1, approximately 68 854 m of roads are covered by permanent winter maintenance, including: 1) category III and III (#) roads: 44 665 m; 2) category IV roads: 24 189 m. 4. The anticipated length of roads covered by maintenance may be increased or decreased by no more than 5% (a maximum total of +/- 3 442,70 m) in relation to the total length of roads specified in the list of streets for winter maintenance, in the event of: 1) a change in road categories; 2) the inclusion of roads in permanent maintenance, including roads maintained on an intervention basis; 3) a change in traffic organisation; 4) the construction or reconstruction of roads; 5) public transport needs; 6) a change in the legal situation; 7) the need to change the road maintenance standard. 5. Accordingly, during the term of the contract, permanent winter maintenance may cover: 1) a maximum of 72 296,70 m of roads, including: a) category III and III (#) roads: 46 898,25 m, b) category IV roads: 25 398,45 m; 2) a minimum of: 65 411,30 m of roads, including: a) category III and III (#) roads: 42 431,75 m, b) category IV roads: 22 979,55 m. 6. The subject of the contract for PART 3 – SECTOR 3 includes the scope of the basic contract and the scope of the contract covered by the option right, estimated jointly at: 1) 1 500 hours of WINTER OPERATIONS on category III and III (#) roads included in the list; 2) 1 500 hours of WINTER OPERATIONS on category IV roads included in the list; 3) 10 000 m – the length of category III and III (#) and/or IV streets not included in the list, commissioned for one-off “snow clearing”; 4) 3000 m3 – removal of excess snow, including loading and transporting the snow up to a distance of 20 km. 7. In sector 1, approximately 54 602 m of roads are covered by permanent winter maintenance, including: 1) category III and III (#) roads: 41 367 m; 2) category IV roads: 13 235 m. 4. The anticipated length of roads covered by maintenance may be increased or decreased by no more than 5% (a maximum total of +/- 2 730,10 m) in relation to the total length of roads specified in the list of streets for winter maintenance, in the event of: 1) a change in road categories; 2) the inclusion of roads in permanent maintenance, including roads maintained on an intervention basis; 3) a change in traffic organisation; 4) the construction or reconstruction of roads; 5) public transport needs; 6) a change in the legal situation; 7) the need to change the road maintenance standard. 5. Accordingly, during the term of the contract, permanent winter maintenance may cover: 1) a maximum of 57 332,10 m of roads, including: a) category III and III (#) roads: 43 435,35 m, b) category IV roads: 13 896,75 m; 2) a minimum of: 51 871,90 m of roads, including: a) category III and III (#) roads: 39 298,65 m, b) category IV roads: 12 573,25 m. 6.
