Opportunity description

1. The subject of the contract is a winter road maintenance service in the Stary Sącz Municipality during the 2026/2027 winter season, as well as the cleaning of the road surface along the entire length of the road and associated facilities (bus bays, pavements, car parks, cycle paths) after completion of the winter road maintenance work. 2. Approximately 164 km of roads, in 11 designated districts, are planned for winter maintenance. The list of roads designated for winter maintenance and the minimum required snow-clearing standards in the individual districts are specified in Annex No. 1 to the SWZ. 3. The description of the road maintenance condition for the adopted standards is set out in Annex No. 2 to the SWZ. 4. The method of providing the service and the activities to be performed as part of the service are set out in the technical specification for winter road maintenance (ZUD) – Annex No. 3 to the SWZ. 5. The Contractor shall provide the service in accordance with the declared road maintenance standard, using its own equipment. Services shall be provided when atmospheric phenomena occur – snowfall, slippery conditions, i.e. weather phenomena qualifying for the use of equipment for snow clearing and combating slippery conditions. 6. Additionally, as part of the subject of the contract, the Contracting Authority shall be entitled to entrust the Contractor with the performance of individual orders. Such an order shall specify: the scope of activities to be performed and the list of roads on which the Contractor should perform them. The Contractor shall be obliged to commence performance of an individual order within a period no longer than the response time declared in the tender. The roads specified in an individual order shall not extend beyond the scope specified in the list of roads for the district in which the Contractor will provide the services covered by the contract on the basis of the concluded agreement. 7. As part of the subject of the contract, the Contractor shall provide abrasive material for eliminating slippery conditions on roads. 8. The Contracting Authority provides for the possibility of awarding contracts referred to in Article 214(1)(7) of the Public Procurement Law, consisting in the repetition of services covered by winter road maintenance within the scope specified in the SWZ. These contracts may be awarded during the term of the basic contract for the relevant part of the contract. The total value of the contracts referred to in the first sentence shall not exceed PLN 840 000 net, with the value of contracts awarded for a given part (district) not exceeding 50% of the value of the basic contract concluded for that district. The contracts referred to above shall be awarded under the following conditions: a. At the time the contract is awarded, the Contractor is not subject to exclusion on the grounds specified in point VI of the SWZ. b. The service shall be provided under the conditions specified in the basic contract.
