Opportunity description

Partial task No. 1 The subject matter of the contract is: “Updating the EGIB database and launching e-services” for the Project entitled: “City Management based on spatial databases together with the development of e-services” co-financed by the European Regional Development Fund under the regional programme European Funds for Łódzkie 2021–2027. The detailed description and scope of the subject matter of the contract (hereinafter: “OPZ”) are described in Annex No. 1A to the SWZ. The Contractor is obliged to perform the contract in accordance with the rules and conditions presented in the draft Agreement constituting Annex No. 4.1 to the SWZ. The detailed scope of obligations concerning performance of the subject matter of the contract and the payment terms are specified in the Draft agreement constituting Annex No. 4.1 to the SWZ. In partial task No. 1, the selected Contractor will be obliged, within 30 Working days, in consultation with the Contracting Authority, to prepare a “Material and financial schedule” containing a list of Tasks specifying the value of their performance and a declaration of the deadline for completing its performance, taking into account the conduct of the acceptance and commissioning procedure in the Production environment. Option Right As part of the envisaged option right, pursuant to Art. 441(1) of the PZP Act, the Contracting Authority reserves the possibility of increasing the quantity/scope of all services/supplies under the Agreement beyond the basic scope of the contract—up to a maximum of 25% of the gross value of the Agreement (optional scope of the contract). The Contracting Authority will decide on the possibility and willingness to exercise the reserved option right in accordance with its needs and available financial resources. Partial task No. 2 The subject matter of the contract is: “Adapting the attributes of selected objects in the EGiB database to the applicable provisions of law”. The detailed description and scope of the subject matter of the contract (hereinafter: “OPZ”) are described in Annex No. 1B to the SWZ. The Contractor is obliged to perform the contract in accordance with the rules and conditions presented in the draft Agreement constituting Annex No. 4.2 to the SWZ. The detailed scope of obligations concerning performance of the subject matter of the contract and the payment terms are specified in the Draft agreement constituting Annex No. 4.2 to the SWZ. Tenders must be unambiguous and comprehensive, i.e. cover the entire subject matter of the contract in the individual partial tasks. The Contractor is obliged to submit a Tender whose content will enable the Contracting Authority to verify the tender in terms of its compliance with the content of the SWZ. The content of the Contractor’s Tender must correspond to the content of the specification of procurement terms—the descriptions of the subject matter of the contract. The contracts must be performed with due diligence and in accordance with all requirements contained in the SWZ, together with its annexes and any Information for Contractors. At the contract performance stage, the Contractor shall perform the subject matter of the contract in accordance with the Contracting Authority’s requirements. The Contracting Authority does not permit the submission of variant tenders. The Contracting Authority does not reserve the possibility of applying for the award of the contract to the Contractors referred to in Art. 94 of the Pzp Act. The Contracting Authority does not envisage advance payments. The Contracting Authority does not envisage reimbursement of the costs of the procedure, except under Art. 261 of the Pzp Act. The Contracting Authority does not reserve the obligation for the Contractor to personally perform key tasks of the contract in accordance with Art. 121 of the Pzp Act. The Contracting Authority does not envisage concluding a framework agreement. The Contracting Authority does not envisage the use of an electronic auction. The Contracting Authority did not conduct preliminary market consultations before commencing the procedure. The Contracting Authority does not envisage the possibility of submitting a tender in the form of electronic catalogues. The Contracting Authority does not envisage a meeting of Contractors. REVERSED PROCEDURE: Pursuant to Art. 139(1) of the Pzp Act, the Contracting Authority envisages a reversed order of tender evaluation, i.e.: it will first examine and evaluate the tenders and will then perform the entity qualification of the Contractor whose tender received the highest evaluation with respect to the grounds for exclusion and fulfilment of the conditions for participation in the procedure. The Contracting Authority does not envisage conducting settlements with Contractors in foreign currencies. Partial task No. 1 4.2. /numbering in accordance with the SWZ/The subject matter of the contract is: “Updating the EGIB database and launching e-services” for the Project entitled: “City Management based on spatial databases together with the development of e-services” co-financed by the European Regional Development Fund under the regional programme European Funds for Łódzkie 2021–2027. /Implementation, delivery and commissioning of modernisations and supplies increasing the functionality, security and ergonomics of the Geo-Info system, including e-Services./ 4.3. The detailed description and scope of the subject matter of the contract (hereinafter: “OPZ”) are described in Annex No. 1A to the SWZ. 4.4. The Contractor is obliged to perform the contract in accordance with the rules and conditions presented in the draft Agreement constituting Annex No. 4.1 to the SWZ. 4.5. The detailed scope of obligations concerning performance of the subject matter of the contract and the payment terms are specified in the Draft agreement constituting Annex No. 4.1 to the SWZ. 4.6. By “performance of the contract”, the Contracting Authority means the completion of all work related to performance of the subject matter of the contract, including the inspection and correction of services/supplies where the subject matter of the contract delivered to the Contracting Authority for acceptance has defects. The Contracting Authority envisages partial acceptances. The subject matter of the contract is the updating of the land and building register database (EGiB) maintained by the Mayor of the City of Łódź and its adaptation to the applicable provisions of law through: 1.1. ADAPTING THE “TECHNICAL SURVEY FILE NUMBER” ATTRIBUTE FOR SELECTED OBJECTS IN THE EGIB DATABASE TO THE APPLICABLE PROVISIONS OF LAW. Until 2014, documentation accepted into the state geodetic and cartographic resource did not have a uniform numbering method. The entries were standardised by the Regulation of 5 September 2013 on the organisation and manner of maintaining the state geodetic and cartographic resource, and the currently applicable Regulation of 2 April 2021 on the organisation and manner of maintaining the state geodetic and cartographic resource maintains this rule. The change in the method of identifying resource materials (introduction of the “Resource material identifier”) and the obligation to adapt archival documentation necessitate bringing the data in the databases into consistency. The lack of uniformity impedes system integration, in particular: • Geo-Info Ośrodek, • Geo-Info Mapa, • Geo-Info i.KERG. The resource material identifier consists of four components separated by dots: • the letter “P”—for the powiat, • the TERYT identifier, • the year the material was accepted into the resource (4 digits), • the consecutive number in the given year. For the city of Łódź, identifiers assigned to the districts (TERYT) are used: 106102 9, 106103 9, 106104 9, 106105 9, 106106 9. The “technical survey file number” attribute is to be supplemented for the following objects: • parcels, • buildings, • boundary points. 1.2. CORRECTING THE GEOMETRY OF BUILDING BLOCKS AND ADAPTING IT TO THE APPLICABLE PROVISIONS OF LAW The scope includes correcting the geometry of building blocks entered into the EGiB database before 2017. Until 2017, the EGiB database was maintained in parallel in two systems (EGBiL and Geo-Info Mapa), while building blocks were not an element of the EGiB database in the EGBiL system. Following data conversion to Geo-Info Mapa, they require verification because buildings and building blocks (above-ground storeys, underground storeys) do not have common vertices. Where a building-block vertex: • is not anchored to a building vertex, • and its distance from the correct point does not exceed 3 cm, it must be reattached to the correct building vertex. 6.3 /numbering in accordance with the SWZ/ The Contracting Authority requires performance of the contract within 45 days from the date of signing the agreement. 4.17. The detailed description and scope of the subject matter of the contract (hereinafter: “OPZ”) are described in Annex No. 1B to the SWZ. 4.18. The Contractor is obliged to perform the contract in accordance with the rules and conditions presented in the draft Agreement constituting Annex No. 4.2 to the SWZ. 4.19.
