Opportunity description

The subject matter of the contract is “Granting the right to utility software for a period of 48 months (licenses under a subscription model), together with the provision of Support Services and hours for Additional Tasks”. The subject matter of the contract comprises ICT products, ICT services and ICT processes within the meaning of the Act of 5 July 2018 on the national cybersecurity system (consolidated text: Journal of Laws of 2026, item 20, as amended, hereinafter: “KSC”). The subject matter of the contract is divided into the following parts: Part A – extension of the subscription for the existing utility Software for monitoring and managing the DB2 database, together with the provision of Support Services, or delivery of equivalent software together with support under a subscription model, for a period of 48 months, and provision of hours for Additional Tasks. A detailed description of the subject matter of the contract is provided in Appendix No. 2 to the Draft contractual provisions, which constitute Appendix No. 2A to the SWZ. Part B – extension of the subscription for the existing utility software for the basic functionality of DB2 and RACF, together with the provision of Support Services, or delivery of equivalent software together with support under a subscription model, for a period of 48 months, and provision of hours for Additional Tasks. A detailed description of the subject matter of the contract is provided in Appendix No. 2 to the Draft contractual provisions, which constitute Appendix No. 2B to the SWZ. Part C – extension of the subscription for the existing utility software for task automation on the mainframe platform, together with the provision of Support Services, or delivery of equivalent software together with support under a subscription model, for a period of 48 months, and provision of hours for Additional Tasks. A detailed description of the subject matter of the contract is provided in Appendix No. 2 to the Draft contractual provisions, which constitute Appendix No. 2C to the SWZ. For Part A, Part B and Part C of the contract: 1) within 5 working days from the date of conclusion of the Contract, the Contractor shall provide the Contracting Authority electronically, at the Contracting Authority’s email address, with the necessary access data enabling performance of the subject matter of the Contract, including downloading the Software or equivalent software by the Contracting Authority; 2) the Contractor shall grant licenses under a subscription model for the Software or equivalent software for a period of 48 months from the date of delivery of the access data referred to in point 1), but no earlier than 21.10.2026: For 891 MSU, no earlier than from 21.10.2026 to 30.10.2027; For 3450 MSU, from 31.10.2027 until the expiry of 48 months from the date of activation of the Subscription; 3) the Contractor shall provide Support Services for the Software or equivalent software and Additional Tasks during the term of the Subscription for the Software or equivalent software. The Contracting Authority envisages awarding a supplementary contract up to a maximum amount of: - for Part A – 17% of the value of the basic contract, - for Part B – 32% of the value of the basic contract, - for Part C – 17% of the value of the basic contract, within the scope of the delivery of software consistent with its subject matter and consisting of the repetition of additional deliveries, e.g. related to the need to supplement the functionality of the software constituting the subject matter of the basic contract or improve the operation of the software constituting the subject matter of the basic contract, or extend service coverage to new areas of the Contracting Authority (e.g. an additional module for monitoring a system not previously covered). The supplementary contract shall be awarded on terms identical to those of the basic contract.
