Opportunity description

1. The subject of the contract is the implementation of e-Services in the Municipality of Sompolno 2. The contract includes in particular the following tasks: 1) Implementation of systems enabling the use of public e-services a. GIS domain system – Road Infrastructure Management - creation of a road-recording program with support for e-applications b. GIS domain system – Spatial Planning and Municipal Geoportal - Purchase and implementation of a spatial management program, including digitization of applicable planning documents c. Purchase and implementation of an electronic document workflow system with an e-services portal d. Client portal, including the development and launch of e-services e. Purchase and implementation of an electronic client service system, modernization of domain systems and a communication broker - communication between domain programs and the document workflow system, together with a document repository f. Purchase and implementation of a program for handling public procurement procedures As a result of implementing this project, 15 new (currently unavailable) e-services will be implemented, including 10 at maturity level 4 and 5 at maturity level 5: 1. Downloading procurement documents and submitting tenders – maturity level 4, 2. Electronic handling of property tax for natural persons - maturity level 4, 3. Electronic handling of property tax for legal persons - maturity level 4, 4. Electronic handling of agricultural tax for natural persons - maturity level 4, 5. Electronic handling of tax on means of transport - maturity level 4, 6. Electronic handling of obligations arising from municipal waste management - maturity level 5, 7. Submission of an application for the issuance of an excerpt and extract from the MPZP - maturity level 4, 8. Submission of an application for the issuance of a certificate concerning the designation of a plot in the MPZP - maturity level 4, 9. Application for an extract and excerpt from the study / POG - maturity level 4, 10. Application for a certificate from the study / POG - maturity level 4, 11. Application to determine a building's address number - maturity level 4, 12. Application for the issuance of a permit for the location/reconstruction of an access road - maturity level 5, 13. Application for the issuance of a decision concerning the location of the route of a proposed cable connection – maturity level 5, 14. Application for the issuance of a decision on the temporary occupation of a road lane – maturity level 5, 15. Application for the issuance of a decision on placing equipment in a road lane - maturity level 5. 2) Training for system users and cybersecurity training 3. The subject of the contract must be implemented for all users, including in particular accessibility requirements for persons with disabilities. 4. Subject-matter evidence 1) In order to confirm that the offered products comply with the Contracting Authority's requirements within the scope specified in the description of the subject of the contract, pursuant to Article 106(1), in conjunction with Article 107(1) of the Pzp Act, the Contracting Authority requires the submission, together with the tender, of subject-matter evidence confirming the compliance of the solutions offered by the Contractor with the Contracting Authority's requirements, i.e. a supplied software sample. 2) The sample constitutes subject-matter evidence used to confirm that the offered solution complies with the OPZ requirements. Failure to demonstrate by means of the sample that the requirements specified by the Contracting Authority have been met will be treated as non-compliance of the tender's content with the procurement conditions. 3) Detailed requirements concerning the sample's contents and the method of its examination are included in the Annex to the SWZ, Sample Examination. 4) Pursuant to Article 65(1)(4) of the Pzp Act, the Contracting Authority waives the requirement to use electronic means of communication for the part of the tender consisting of the software sample, which constitutes subject-matter evidence. 5) In connection with the above, pursuant to Article 65(2) of the Pzp Act, the Contracting Authority requires that the aforementioned sample containing two portable drives, prepared in accordance with the guidelines contained in the Annex to the SWZ, Sample Examination, be delivered: a. through a postal operator within the meaning of the Act of 23 November 2012 – Postal Law (consolidated text: Journal of Laws 2025, item 366, as amended) or b. in person or c. by courier, to the Contracting Authority's address: Urząd Miejski w Sompolnie, ul. 11 Listopada 15, 62-610 Sompolno by the deadline designated as the deadline for submitting tenders (i.e. by 25.09.2026 at 10:00) on the Contracting Authority's procurement platform, (before the tender submission deadline). 6) The sample must be submitted in tightly sealed packaging preventing tampering without tearing, bearing the Contractor's name and address, the Contracting Authority's name and address, the procedure reference number – RZ.271.6.2026 and the annotation: “Software sample, do not open before 25.09.2026 at 10:15” 7) Irrespective of the above, pursuant to Article 65(3) of the Pzp Act, the Contractor shall submit the remaining documents comprising the tender electronically on the Contracting Authority's procurement platform. 8) The date of submission of the tender shall be understood as the date it is received by the Platform, while the date of submission of the sample shall be the date and time it is received at the Contracting Authority's registered office, at the address indicated above in point 4). 9) The Contracting Authority will return the submitted samples in accordance with the rules arising from Article 77 of the Pzp Act. 10) The Contracting Authority does not envisage covering the costs of preparing the sample.
