“Delivery, installation, commissioning and handover for operation of a complete photovoltaic installation together with accompanying construction works – contract awarded in 2 parts” as part of the investment task entitled: “Increasing the production of electricity from renewable sources in public utility buildings of the City of Katowice – stage II”. The subject matter of the contract is divided into 2 parts and includes: Part I – the building of the Prof. A. Kamiński Youth Palace at 26 Mikołowska Street Part II – the building of the “Szopienice-Giszowiec” Municipal Cultural Centre at 28 Hallera Street Details of the scope of the contract: I. For Part I (Prof. A. Kamiński Youth Palace at 26 Mikołowska Street), the scope includes: a) Designing and agreeing on the photovoltaic installation together with all necessary components, alterations and connection to the electrical installation, b) Obtaining the required permits/approvals for performance of the task, if any are required, c) Obtaining legally required opinions, final permits, checks, agreements and approvals of the design documentation, including in particular agreements with the Contracting Authority, fire protection, occupational health and safety, and sanitary and hygiene experts, and the competent Heritage Conservator d) Exercising designer’s supervision e) Delivering equipment and construction materials to the construction site, necessary for execution of the photovoltaic installation, f) Alteration or replacement of the electrical installation to the necessary extent g) Carrying out the necessary work consisting in creating an automatically cooperating system of photovoltaic panels, an inverter, a reactive power compensation system, an electrical installation and protection system, and earthing, h) Alteration and adaptation of the lightning protection system, i) Construction of the necessary structures for installation of PV modules j) Laying cabling to connect the PV panels, k) Installation of inverters to operate the PV panels, l) Installation of a smartmeter device, m) Delivery and installation of a reactive power compensator for each connection, n) Adaptation of the installation to the applicable regulations, including a fire protection power switch, o) Conducting tests of the entire installation and the necessary measurements, p) Programming and commissioning of the control system, q) Start-up of the installation, r) Training persons designated by the Contracting Authority in the operation and safe use of the photovoltaic installation s) All component devices of the photovoltaic installation must have the required certificates and approvals, and their compatibility must be ensured (also with the central monitoring system implemented in the City of Katowice entitled “System for monitoring energy carriers and water with the possibility of control in public utility facilities of the City of Katowice – SMiS). t) Production, delivery and installation of an information and commemorative board. The panels must be installed on the roof of the Youth Palace building at 26 Mikołowska Street, with a total capacity of not less than 2 x 49.755 kWp = 99.51 kWp and not more than 2 x 50 kWp. Immediately after the commencement of construction works for the given part of the contract, the Contractor is obliged to produce, deliver and install an information and commemorative board (measuring 80x40 cm), which will promote implementation of the investment co-financed by the EU. For Part II (“Szopienice-Giszowiec” Municipal Cultural Centre at 28 Hallera Street), the scope includes: a) Designing and agreeing on the photovoltaic installation together with all necessary components, alterations and connection to the electrical installation, b) Obtaining the required permits/approvals for performance of the task, if any are required, c) Obtaining legally required opinions, final permits, checks, agreements and approvals of the design documentation, including in particular agreements with the Contracting Authority, fire protection, occupational health and safety, and sanitary and hygiene experts, and the competent Heritage Conservator d) Exercising designer’s supervision; e) Delivering equipment and construction materials to the construction site, necessary for execution of the photovoltaic installation f) Alteration or replacement of the electrical installation to the necessary extent g) Carrying out the necessary work consisting in creating an automatically cooperating system of photovoltaic panels, an energy storage system, an inverter, a reactive power compensation system, an electrical installation and protection system, and earthing, h) Alteration and adaptation of the lightning protection system, i) Construction of the necessary structures for installation of PV modules, j) Installation of an additional layer of heat-weldable roofing felt at the installation location on the roof of the administrative and office building, k) Laying cabling to connect the PV panels, l) Installation of inverters to operate the PV panels, m) Installation of the energy storage system at an agreed location, including alteration of the room taking into account the applicable regulations, n) Installation of a smartmeter device, o) Delivery and installation of a reactive power compensator p) Adaptation of the installation to the applicable regulations, including a fire protection power switch, q) Conducting tests of the entire installation and the necessary measurements, r) Programming and commissioning of the control system, s) Start-up of the installation, t) Training persons designated by the Contracting Authority in the operation and safe use of the photovoltaic installation u) All component devices of the photovoltaic installation must have the required certificates and approvals, and their compatibility must be ensured (also with the central monitoring system implemented in the City of Katowice entitled “System for monitoring energy carriers and water with the possibility of control in public utility facilities of the City of Katowice – SMiS). v) Production, delivery and installation of an information and commemorative board. The panels must be installed on the roof of the “Szopienice-Giszowiec” Municipal Cultural Centre at 28 Hallera Street, with a capacity of not less than 20.33 kWp and not more than 50 kWp. The task also includes construction of an energy storage system (not less than 24.84 kWh). Immediately after the commencement of construction works for the given part of the contract, the Contractor is obliged to produce, deliver and install an information and commemorative board (measuring 80x40 cm), which will promote implementation of the investment co-financed by the EU. Immediately after the commencement of construction works for the given part of the contract, the Contractor is obliged to produce, deliver and install an information and commemorative board (measuring 80x40 cm), which will promote implementation of the investment co-financed by the EU. 2) The detailed scope of the subject matter of the contract is specified by: – Description of the Subject Matter of the Contract for Part I – Annex No. 7a to the SWZ – Draft contractual provisions – Annex No. 6 to the SWZ – Inventory, expert assessment, assessment of the technical condition, concept for selection of the photovoltaic installation for Part I – Annex No. 8a to the SWZ 3) The investment is co-financed under European Funds for Silesia 2021–2027 (Just Transition Fund) for Priority: FESL.10.00-European Funds for Transition under Measure: FESL.10.06-Development of distributed energy based on renewable energy sources. 4) Quality guarantee and statutory warranty period for defects – the Contracting Authority requires the quality guarantee period for the completed subject matter of the contract to be 60 months from the date of final acceptance. Furthermore, the Contracting Authority requires the statutory warranty period for defects to be 60 months from the date of final acceptance. The terms and conditions of the guarantee and statutory warranty are set out in Annex No. 6 to the SWZ – draft contractual provisions. Note: in point XIX, subpoint 2.2) of the SWZ, under the tender evaluation criterion, an extended quality guarantee and statutory warranty period for defects is awarded additional points (for Part I and Part II).
