Opportunity description

1. The subject of the contract is the supply and installation of photovoltaic systems in public infrastructure. 2. The contract has been divided into four (4) parts: 2.1. Part 1 of the contract entitled: Solar Municipality - installation of photovoltaic systems in public infrastructure IV - Part 1. 2.2. Part 2 of the contract entitled: Solar Municipality - installation of photovoltaic systems in public infrastructure IV - Part 2. 2.3. Part 3 of the contract entitled: Solar Municipality - installation of photovoltaic systems in public infrastructure IV - Part 3. 2.4. Part 4 of the contract entitled: Solar Municipality - installation of photovoltaic systems in public infrastructure IV - Part 4. 1. The subject of the contract is the supply and installation of photovoltaic systems (including a system for monitoring the operation of the equipment together with a function for managing it), an energy storage facility, and the partial reconstruction of the existing power supply system, including the electricity metering and billing system. An on-grid photovoltaic system generating electricity in the form of three-phase AC 230/400 V 50 Hz alternating current. The purpose of the investment is to meet the facility's own demand for electricity. The supply and installation of photovoltaic systems is planned on the roof of the educational institutions listed below: 1) School and Preschool Complex – Primary School 11, 41-100 Siemianowice Śląskie a) ul. Słowackiego 5 (gymnasium building), b) ul. Brzozowa 9 (school building). The supply and installation of the energy storage facility is planned at the educational institution listed below: 1) School and Preschool Complex – Primary School 11, 41-100 Siemianowice Śląskie a) ul. Słowackiego 5 (gymnasium building). 2. The detailed description of the subject of the contract consists of: a) Technical Reports with attachments (Appendix No. 3a to the SWZ), b) Draft contractual provisions (Appendix No. 4 to the SWZ), - hereinafter referred to as the documentation. 3. The Contractor is required to perform the contract according to the rules and conditions described in the Draft contractual provisions. 4. For the subject of the contract, the selected Contractor shall provide the Contracting Authority with a guarantee and statutory warranty: a) for photovoltaic panels, for a period consistent with the Contractor's tender, but no shorter than 60 months; b) for the linear power output of the photovoltaic panels, i.e.: no less than 84% of the initial efficiency after 25 years of use, a guarantee and statutory warranty for a period of 25 years; c) for the inverter, for a period consistent with the Contractor's tender, but no shorter than 60 months; d) for the remaining scope of the subject of the contract, a guarantee and statutory warranty for a period of 72 months; calculated from the day following the date on which the Contracting Authority and the Contractor sign the final acceptance protocol. 5. The Contracting Authority described the subject of the contract without indicating trademarks, patents, source origin or a particular process that characterizes the products or services supplied by a specific contractor. If the contractor finds that the subject of the contract has been described in the manner referred to in Art. 99(5) of the Act, i.e.: the origin (brand, trademark, manufacturer, supplier) of materials has been indicated and the criteria used to assess equivalence have not been provided, it should ask the Contracting Authority to indicate what criteria will be used to assess equivalence. If the Documentation constituting the description of the subject of the contract contains references to standards, technical assessments, technical specifications and technical reference systems referred to in Art. 101(1)(2) and (3) of the Pzp Act, the Contracting Authority permits solutions equivalent to those described. The use in the documentation of a given standard, technical assessment, technical specification and technical reference system is intended solely to clarify the level of the Contracting Authority's expectations with respect to a specific material/device/product. 6. The Contracting Authority does not reserve the possibility of applying for the award of the contract exclusively to Contractors referred to in Art. 94 of the Pzp Act, i.e. those having the status of a sheltered workplace, social cooperatives and other contractors whose main purpose, or the main purpose of the activities of their organizationally separate units that will perform the contract, is the social and professional integration of socially marginalized persons. 7. In the description of the subject of the contract, the Contracting Authority did not include requirements concerning accessibility for persons with disabilities and design intended for all users, referred to in Art. e.g. 100(1) Pzp. 8. In the description of the subject of the contract, the Contracting Authority did not specify the performance or functional requirements referred to in Art. 101(1)(1) Pzp. 9. The Contracting Authority does not require a label from the Contractor and does not indicate the applicable requirements of a specific label referred to in Art. 104 Pzp. 10. With regard to Part 1- The task is co-financed by the European Funds for Silesia 2021-2027 (Just Transition Fund) for Priority: FESL.10.00-European Funds for transformation for Measure: FESL.10.06-Development of distributed energy based on renewable energy sources. 11. With regard to Part 1- The Contracting Authority stipulates that the works will be carried out in active buildings used by employees, educators, pupils, students and residents. It is recommended that works generating significant noise (e.g. drilling, chiseling, etc.) or interfering with the operation of the institutions be carried out from Monday to Friday after 15.00 or on non-working days, and if this is not possible, e.g. due to the execution technology or the need to maintain continuity of the works, they should be carried out following prior arrangements with the director of the institution. During the performance of the works, the Contractor is required to keep the site free from excessive obstructions to movement, store all auxiliary devices, equipment and materials in agreed locations and in proper order, and remove unnecessary items from the task performance site. The Contractor is required to clean up and secure the area of the works on an ongoing basis and inform the director of the institution of any inconvenience. 12.
