Opportunity description

1. The subject of the contract is the supply and installation of factory-new devices, manufactured no earlier than in 2026, used by the Border Guard and airports to ensure security in restricted areas and support the border check process. As part of an integrated security system, the cameras work with access control systems and biometric identity verification when crossing the border. EES is a new European border management system enabling the registration of citizens of non-EU countries traveling for a short stay in the EU each time they cross the external borders of 29 European countries. The camera is used to take a photograph of the face upon the first border crossing, and on subsequent crossings it scans the face and, together with the fingerprints and documents obtained, enables confirmation of the passenger’s identity. These data are permanently stored in the system. 2. A detailed description of the subject of the contract and the conditions for performance of the contract are specified in the annexes to the SWZ: Annex No. 1 to the SWZ - description of the subject of the contract, Annex No. 2 to the SWZ - draft contractual provisions. 3. Designation of the subject of the contract according to the Common Procurement Vocabulary (CPV): a) main subject: 34971000-4 – Speed camera equipment b) additional subjects: --- 4. In the procedure being conducted, pursuant to Art. 139(1) in conjunction with Art. 139(2) of the Pzp Act, the Contracting Authority will first examine and evaluate the submitted tenders and will then carry out the qualification of the Contractor whose tender received the highest evaluation with regard to the absence of grounds for exclusion from the procedure described in Chapter VIII of the SWZ. 5. The Contracting Authority requires that the offered performance, including all ICT products, ICT services and ICT processes used to perform the contract, both as main elements and as components, elements of the service delivery environment or accompanying solutions, shall not include: a) ICT products, ICT services or ICT processes indicated in the recommendation referred to in Art. 33(4) of the Act of 5 July 2018 on the national cybersecurity system, stating their negative impact on the fundamental interest of state security; b) an ICT product whose type has been specified in the decision on recognizing a supplier as a high-risk supplier referred to in Art. 67b(15) of the Act of 5 July 2018 on the national cybersecurity system, or ICT services or ICT processes specified in that decision. Failure to meet the above requirement will result in rejection of the tender, as applicable, pursuant to Art. 226(1)(17) or (19) of the Pzp Act. 1.
