Opportunity description

I. CONTRACTING AUTHORITY The Contracting Authority is the Lubelskie Voivodeship, with its registered office in Lublin at ul. Artura Grottgera 4, 20-029 Lublin (NIP: 712-29-04-545 / REGON 431019170), in whose name and on whose behalf the procedure is conducted by the Lubelskie Centre for Innovation and Technology, with its registered office at ul. Mieczysława Karłowicza 4, 20-027 Lublin (correspondence address: ul. Marii Curie - Skłodowskiej 3, 20-029 Lublin, 1st floor, room 1.20 / NIP: 7123412672 / REGON: 387842118). The Lubelskie Centre for Innovation and Technology (hereinafter – LCIT) has been entrusted with conducting this public procurement procedure and determining its outcome, including: selecting the most advantageous tender or cancelling the procedure, as well as concluding the contract on behalf of the Lubelskie Voivodeship, pursuant to Resolution No CCXVI/5123/2026 of the Management Board of the Lubelskie Voivodeship of 23 June 2026 on entrusting the Lubelskie Centre for Innovation and Technology with the performance of the task consisting in the purchase of IT equipment for the purposes of performing tasks related to estimating hunting damage. II. SUBJECT MATTER OF THE CONTRACT 1. The subject matter of the contract is the supply of “Equipment”, consisting of: 1) 4 identical tablets with equipment comprising a stylus, keyboard and charger (treated as a set) 2) 4 mobile wireless printers. 2. The required warranty periods for the tablet sets with accessories and for the 4 mobile wireless printers are specified in the OPZ. 3. The Contractor is obliged to deliver the Equipment constituting the subject matter of the contract to the following location: Lubelskie Centre for Innovation and Technology, ul. Uniwersytecka 4, room 1, Lublin 20-029, independently, at its own expense and risk. 4. Delivery during LCIT office hours, i.e. from 7:30 a.m. to 3:30 p.m. on Business Days. 5. The Contractor shall deliver the Equipment with all accessories constituting a complete retail set. 6. The Contractor declares that, on the date of signing the Equipment Acceptance Protocol, the equipment offered may not be designated by the manufacturer for discontinuation of production or sale. 7. The warranty does not exclude, limit or suspend the Contracting Authority’s rights arising from the provisions of law concerning statutory warranty for physical defects and legal defects of the equipment. The Contracting Authority is entitled to exercise rights under the statutory warranty for defects independently of the rights arising from the warranty. 8. Detailed information concerning the warranty is contained in §8. Warranty and service conditions in the text of the Essential contractual provisions, constituting Appendix No 3 to the SWZ. 9. A detailed description of the subject matter of the contract, including a description of the required functionalities, constitutes Appendix No 1 to the SWZ – Description of the subject matter of the contract. III. COMPLIANCE WITH THE EU CYBERSECURITY ACT. 1. The Contracting Authority requires that the subject matter of the contract, including all ICT products, ICT services and ICT processes (the definitions of which within the meaning of the EU Cybersecurity Act are provided in paragraph 2 of Chapter II of the SWZ) used to perform the contract, both as main elements and as components, elements of the service delivery environment or accompanying solutions, shall not include: a) ICT products, ICT services or ICT processes indicated in the recommendations referred to in Article 33(4) of the Act of 5 July 2018 on the National Cybersecurity System (i.e. Journal of Laws of 2026, item 20, as amended), stating their negative impact on the fundamental national security interest b) an ICT product whose type has been specified in a decision on recognising a hardware or software supplier as a high-risk supplier, as referred to in Article 67b(15) of the Act of 5 July 2018 on the National Cybersecurity System (i.e. Journal of Laws of 2026, item 20, as amended), or ICT services or ICT processes specified in that decision. 2. In order to confirm the compliance of the offered subject matter of the contract with the requirements set out above, the Contractor should attach to the tender, in a separate file, appropriately signed subject-matter evidence in the form of the “Declaration concerning ICT elements used during contract performance”, the template of which constitutes Appendix No 8 to the SWZ. 3. This declaration constitutes an integral part of the tender and will be used by the Contracting Authority to identify the ICT products, ICT services and ICT processes covered by the tender or used to perform the contract. 4. Detailed information concerning the submission of subject-matter evidence is contained in the SWZ, Chapter XII, paragraph 6 et seq. The required subject-matter evidence is: a. a declaration concerning ICT elements used during contract performance, as referred to in the SWZ, Chapter XII, paragraph 6, point 1.1, in accordance with the template in Appendix No 8 to the SWZ; b. a declaration of compliance of the subject matter of the Tender with the subject matter of the contract, as referred to in the SWZ, Chapter XII, paragraph 6, point 2.1, in accordance with the template in Appendix No 9 to the SWZ. 5. The Contracting Authority provides for the supplementation of the subject-matter evidence referred to in Article 107 of the Pzp, which means that, in relation to such supplementation, it will be obliged to request that the Contractor: 1) Submit subject-matter evidence that was not submitted with the tender; 2) Supplement part of a submitted document with the missing (not submitted) part.
