Opportunity description
1. The subject matter of the contract is the supply of: Lot 1 of the contract: Drones Drones (2 units) Lot 2 of the contract: Adobe software ADOBE MASTER COLLECTION CS6 WIN BOX software – perpetual license (17 units) Lot 3 of the contract: keyboards Keyboards (15 units) 2. The Contracting Authority specifies minimum technical parameters. Equivalent equipment is permitted. Equivalence means the possibility for the contractor to offer products with different trademarks, patents or origins, but with the same properties required by the Contracting Authority. 3. The Contracting Authority does not require the contractor to personally perform key tasks 4. The subject matter of the contract is described in detail in PART II of the SWZ. 8. The contract concerns a project or program co-financed from European Union funds: Project No. FELD.08.08-IZ.00-0017/24-00 entitled “Professions of the Future” The Contracting Authority applies the so-called reverse procedure referred to in Art. 139(1) of the Pzp Act, i.e.: it will first examine and evaluate the tenders and then assess the eligibility of the contractor whose tender received the highest evaluation with respect to the absence of grounds for exclusion and fulfillment of the conditions for participation in the procedure – the declaration referred to in Art. 125(1) of the Pzp Act shall be submitted by the contractor whose tender received the highest evaluation. 1. The contract for the performance of the procurement will be concluded under the conditions listed in the draft contractual provisions constituting PART III of the SWZ. 2. The contract must, under pain of nullity, be concluded in writing, in accordance with Art. 432 of the Pzp Act. 3. The Contracting Authority permits and recommends that the contract be concluded in a form equivalent to written form (i.e. bearing a handwritten signature), meaning in electronic form signed with a qualified electronic signature in conjunction with Art. 25(2) of Regulation (EU) NO. 910/2014 of the European Parliament and of the Council of 23 July 2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC. 4. The Contracting Authority anticipates making amendments to the contract without conducting a new procurement procedure, as referred to in Art. 455(1)(1), specified in the draft contractual provisions in § 9 – PART III of the SWZ. 5. The provisions of the concluded contract may be amended only with the consent of both parties expressed in writing under pain of nullity. 6. The Contracting Authority does not anticipate exercising an option. 7. The Contracting Authority does not require the contractor or subcontractor to employ, under an employment contract, persons performing activities specified by the Contracting Authority within the scope of contract performance. 1. List of entity-specific means of evidence confirming the absence of grounds for exclusion (APPLIES TO ALL LOTS) The Contracting Authority will call upon the contractor whose tender received the highest evaluation to submit, within a specified period of no less than 10 days from the date of the request, entity-specific means of evidence current as at the date of submission: 1) the declaration referred to in Art. 125(1) of the Pzp Act for the purpose of assessing the contractor's eligibility with respect to the absence of grounds for exclusion and fulfillment of the conditions for participation in the procedure: Annex No. 2 (ESPD), Annex No. 2a to the SWZ IDW, 2) information from the National Criminal Register within the scope of Art. 108(1)(1) and (2) of the Pzp Act, Art. 108(1)(4) of the Pzp Act, concerning a ruling prohibiting participation in public procurement as a penal measure – issued no earlier than 6 months before its submission, The Contracting Authority requires a contractor relying on the technical or professional capacities of entities providing resources under the principles specified in Art. 118 of the Act to present entity-specific means of evidence concerning those entities and confirming that there are no grounds for excluding those entities from the procedure. If the contractor has its registered office or place of residence outside the Republic of Poland, instead of the information from the National Criminal Register referred to in the SWZ IDW, it shall submit information from the relevant register, such as a court register, or, in the absence of such a register, another equivalent document issued by the competent judicial or administrative authority of the country in which the Contractor has its registered office or place of residence. The document should be issued no earlier than 6 months before its submission; The above provision applies accordingly to entities providing resources under the principles specified in Art. 118 of the Act that have their registered office or place of residence outside the territory of the Republic of Poland. 3) a declaration concerning Art. 108(1)(5) of the Pzp Act regarding membership in a capital group – Annex No. 3 to the SWZ IDW. Information on the means of electronic communication through which the Contracting Authority will communicate with contractors: 1) Communication in the procurement procedure, including the submission of tenders, exchange of information, and transmission of documents or declarations between the Contracting Authority and the contractor, subject to the exceptions specified in the Pzp Act, shall take place in Polish using electronic means of communication via the e-Zamówienia Platform, available at https://ezamowienia.gov.pl Use of the e-Zamówienia Platform is free of charge https://ezamowienia.gov.pl/mp-client/search/list/ocds-148610-6cca713c-7d13-4cd1-b6f7-8604c21ef7f3 2) In particularly justified cases preventing communication between the contractor and the Contracting Authority via the e-Zamówienia Platform, the Contracting Authority permits communication by e-mail at: kontakt@zsti.elodz.edu.pl, with the exception of tender submission. The contractor is bound by the tender from the tender submission deadline until 15.11.2026 (until the end of the day).
