Delivery of a transport unit on a two-axle chassis with a hook-lift body for transporting segregated waste using a container system. 1. The price must be expressed in PLN. 2. The price must include all delivery costs, e.g. excise duty, customs duty, taxes, etc., transport and insurance until delivery to the location indicated by the Contracting Authority. 3. The vehicle together with the body must be made of brand-new materials. 4. The vehicle must be delivered to the registered office of Przedsiębiorstwo Gospodarki Komunalnej Sp. z o.o., ul. Komunalna 5, 75-724 Koszalin, between 7:00 and 14:00 from Monday to Friday, except public holidays, after notifying the Contracting Authority at least 3 working days before delivery. 5. The delivered vehicle must have the appropriate documents permitting registration with the competent authorities. 6. The delivered body must have the appropriate technical documents, including a UDT decision. The Detailed Description of the Subject Matter of the Contract is contained in Chapter II of the SWZ, "Detailed description of the subject matter of the contract." 1) The Contracting Authority provides for the possibility of applying the procedure specified in Article 139(1) of the PZP Act, the so-called “reverse procedure”. 2) Pursuant to Article 20(2) of the PZP Act, the contract award procedure shall be conducted in Polish. 3) The Contracting Authority does not envisage awarding contracts referred to in Article 214(1)(8) of the PZP Act. 4) The Contracting Authority does not permit the submission of a tender providing for a method of performing the contract different from that specified in the SWZ (variant tender). 5) The Contracting Authority does not divide the contract into lots. Accordingly, the Contracting Authority does not permit the submission of tenders for lots referred to in Article 7(15) of the PZP Act. Reasons for not dividing the contract: The contract cannot be divided into lots due to the type of contract. The subject matter of the contract is the delivery of 1 vehicle on a two-axle chassis with a hook-lift body, a truck-mounted loading crane and a vehicle-mounted snowplough. 6) In accordance with Article 95(1) of the PZP Act, the Contracting Authority does not require the Contractor or Subcontractor to employ, under an employment contract in the manner specified in Article 22 § 1 of the Act of 26 June 1974 – Labour Code (consolidated text: Journal of Laws of 2023, item 1465; of 2024, items 878, 1222; of 2025, item 277), persons performing activities during the performance of the contract. The Contracting Authority permits a vehicle with a payload after completion of at least 7,000+/-2% kg. The Contracting Authority specifies the requirements for a loading bucket with a capacity of at least 0.15 m³, in particular: Any width adapted to the bucket capacity. The bucket does not have to be equipped with teeth because it will be used for loading purposes. The bucket must be equipped with a hydraulic connection enabling connection to the crane. The Contracting Authority requires the use of a deployment system with only one crane outrigger. The Contracting Authority requires two types of slings: 1) An adjustable single-leg chain sling with a minimum lifting capacity of 2.5 tonnes and a length of 1,000–1,500 mm. 2) An adjustable two-leg chain sling with a minimum lifting capacity of 1.0 tonne and a length of 1,200–1,500 mm. The anticipated annual mileage for the subject matter of the contract is 20,000 km per year. The Contracting Authority permits an air dryer made using technology other than electrical technology. The Contracting Authority permits a chassis with an axle load capacity of 7.5 Mg. The Contracting Authority permits a painted steel fuel tank protected against corrosion. The Contracting Authority permits non-adjustable wide-angle mirrors. The Contracting Authority permits snowplough lighting made using LED technology. The Contracting Authority permits a snowplough equipped with storage supports. The Contracting Authority requires the front mounting plate to be installed on the vehicle. The Contracting Authority will permit the offering of a vehicle with mileage of up to 2,000 km instead of the required mileage of up to 1,000 km. The Contracting Authority will permit a vehicle with a payload after completion of 7,200 kg instead of the required minimum of 8,000 kg, while maintaining all other required technical and functional parameters. Chapter II of the SWZ, “Detailed Description of the Subject Matter of the Contract”, point III, “Technical parameters of the superstructure (body)”, point 6, “Technical data of the superstructure (body)”, shall read as follows: Technical data of the superstructure (body). 6.1. Lifting capacity of the hook-lift device: minimum 12 Mg. 6.2. Materials used: 1) Superstructure: steel construction. The Contracting Authority informs that it is deleting point 6.2.2), which reads: "Platform floor: steel sheet". The delivered body must have the appropriate technical documents, including a UDT decision. II. Technical parameters of the transport unit – chassis. 1. Brand-new. 2. Unused, with maximum mileage of up to 1,000 km. 3. Manufactured no earlier than in 2025. 4. Permissible gross vehicle weight (DMC): minimum 18 Mg (+/-10%). 5. Vehicle payload after completion: minimum 8 Mg (+/-10%). 6. DMC of vehicle combinations: 36 Mg (+/-10%)–40 Mg (+/-10%). 7. Maximum gross weight of a braked trailer: 18 Mg (+/-10%)–22 Mg (+/-10%). The Detailed Description of the Subject Matter of the Contract is contained in Chapter II of the SWZ, "Detailed description of the subject matter of the contract." Continuation of the content begun in the section "Information on the procedure – grounds for exclusion, subjective means of evidence and other important information"' 3) If, in the country in which the Contractor has its registered office or place of residence, or in which the person to whom the document relates has their place of residence, the documents referred to in subpoint 1 are not issued, or if those documents do not refer to all the cases referred to in Article 108(1)(1), (2) and (4) of the PZP Act, they shall be replaced, as appropriate, in whole or in part, by a document containing, as appropriate, a declaration by the Contractor, identifying the person or persons authorised to represent it, or a sworn declaration by the person to whom the document was to relate, or, if the country in which the Contractor has its registered office or place of residence, or in which the person to whom the document was to relate has their place of residence, has no provisions concerning sworn declarations, a declaration made before a judicial or administrative authority, a notary, or a competent professional or economic self-government body having jurisdiction over the registered office or place of residence of the Contractor or the place of residence of the person to whom the document was to relate. The provision of subpoint 2 shall apply. 9. CONTRACTORS ACTING JOINTLY. 1) Contractors may jointly apply for the award of the contract. 2) In the case referred to in subpoint 1, the Contractors shall appoint an authorised representative to represent them in the contract award procedure or to represent them in the procedure and conclude the public procurement contract. 3) Contractors jointly applying for the award of the contract shall demonstrate: 3.1) each independently, the absence of grounds for exclusion referred to in Chapter I, point 5, subpoint 1 of the SWZ; 3.2) jointly, fulfilment of the conditions specified in Chapter I, point 5, subpoint 2 of the SWZ. 4) The condition concerning authorisation to conduct a specific business or professional activity, referred to in Chapter I, point 5, subpoint 2.1 of the SWZ, shall be fulfilled if at least one of the Contractors jointly applying for the award of the contract is authorised to conduct the specific business or professional activity and performs the delivery for which such authorisation is required. 5) With regard to the conditions concerning education, professional qualifications or experience, Contractors jointly applying for the award of the contract may rely on the capacities of those Contractors who will perform the deliveries for which those capacities are required. 6) In the case referred to in subpoints 4 and 5, Contractors jointly applying for the award of the contract shall attach to the tender a Declaration indicating which deliveries will be performed by each Contractor, according to the template specified in Chapter III, point 4 of the SWZ. 7) Where Contractors jointly apply for the contract, the DECLARATION referred to in Chapter I, point 6 of the SWZ (JEDZ), and the Declaration of non-exclusion pursuant to Article 5k of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine (OJ EU L 229, 31.7.2014, p. 1), as amended by Council Regulation (EU) 2022/576 of 8 April 2022 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine (OJ EU L 111, 8.4.2022, p. 1), and subsequent amendments, shall be submitted by each Contractor. These declarations should confirm the absence of grounds for exclusion and fulfilment of the conditions for participation in the procedure to the extent that each Contractor demonstrates fulfilment of the conditions for participation in the procedure. 10. SUBCONTRACTORS. 1) Pursuant to Article 462(2) of the PZP Act, the Contracting Authority requires the Contractor to indicate—in point 12 of the Tender Form—the parts of the contract it intends to entrust to subcontractors and to provide the names of any subcontractors, if already known. If the Contractor does not intend to entrust part of the contract to a subcontractor, the information in this point should be omitted or marked “not applicable”. 2) If a change or withdrawal of a subcontractor concerns an entity on whose resources the Contractor relied, under the rules specified in Chapter I, point 5.1, subpoint 1 of the SWZ, in order to demonstrate fulfilment of the conditions for participation in the procedure, the Contractor is obliged to demonstrate to the Contracting Authority that the proposed other subcontractor or the Contractor independently fulfils them to a degree no less than the subcontractor on whose resources the Contractor relied during the contract award procedure. The provision contained in Chapter I, point 5.1, subpoint 6 of the SWZ shall apply accordingly. Procedure: open. Estimated value: 0 PLN.
