Opportunity description

1. The subject of the contract is the delivery of a factory-new medium rescue and firefighting vehicle with a 4x4 drive system (category 2: off-road capable) for the OSP Czarny Las unit 2. The Contracting Authority requires the vehicle to be factory-new and unused. 3. The Contracting Authority requires the Contractor to submit with the tender, signed with a qualified electronic signature, trusted signature or personal signature, the OPZ for the vehicle offered, in accordance with the content of Annex No. 6 to the SWZ. 4. The completed and equipped vehicle must meet the requirements of: - the “Road Traffic Law” Act (Journal of Laws of 2021, item 450, as amended), together with the implementing regulations for the Act, - the Regulation of the Minister of the Interior and Administration of 20 June 2007 on the list of products serving to ensure the principles of public safety or the protection of health and life and property, as well as the rules for issuing approvals for the use of these products (Journal of Laws of 2007, No. 143, item 1002, as amended), - the Regulation of the Ministers of: the Interior and Administration, National Defence, Finance and Justice of 29 March 2019 on special vehicles and vehicles used for special purposes by the Police, Internal Security Agency, Foreign Intelligence Agency, Military Counterintelligence Service, Military Intelligence Service, Central Anti-Corruption Bureau, Border Guard, State Protection Service, National Revenue Administration, Prison Service and fire brigade (Journal of Laws of 2020, item 384, as amended). 5. The vehicle must have a certificate of approval for use in fire protection in Poland, issued pursuant to the Regulation of the Minister of the Interior and Administration of 20 June 2007 on the list of products serving to ensure the principles of public safety or the protection of health and life and property, as well as the rules for issuing approvals for the use of these products, if required. Devices and components should meet the requirements of separate national and/or international regulations. Devices and equipment should have Certificates of Approval issued by CNBOP-PIB, if required. 6. The vehicle must be marked with operational numbers in accordance with Order No. 6 of the Commander-in-Chief of the State Fire Service of 8 May 2025 on transport management in the organisational units of the State Fire Service (Official Journal of the KG PSP, item 9). The operational designation will be provided during performance of the contract. 7. The Contracting Authority requires the vehicle to be covered by a minimum warranty period for the entire vehicle of 24 months from the date of acceptance by the Contracting Authority. The Contracting Authority is entitled to full rights under the statutory warranty for physical defects arising from the provisions of the Civil Code within the periods specified therein—independently of rights under the guarantee. The guarantee period granted is one of the tender evaluation criteria 8. In order to preliminarily confirm that the Contractor is not subject to exclusion and meets the conditions for participation in the procedure, the following must be submitted with the tender - Subject-matter evidence - a detailed description of the vehicle offered, stating the model name and manufacturer, together with technical parameters confirming that the vehicle offered meets the requirements specified in the detailed description of the subject matter of the contract constituting Annex No. 1a to the SWZ And: a statement current as at the tender submission date, constituting preliminary confirmation that the Contractor is not subject to exclusion from the procedure and meets the conditions for participation in the procedure, in the form of the European Single Procurement Document, hereinafter referred to as JEDZ, constituting Annex No. 2 to Commission Implementing Regulation (EU) 2016/7 of 5 January 2016 establishing the standard form for the European Single Procurement Document. 2. The Contracting Authority will call upon the Contractor whose tender received the highest evaluation to submit, within a specified period of no less than 10 days from the date of the request, the following entity-related evidence, current as at the date of its submission: 1) Documents confirming the absence of grounds for exclusion: ˗ information from the National Criminal Register within the scope specified in Article 108(1)(1), (2) and (4) of the Pzp Act, issued no earlier than 6 months before the expiry of the tender submission deadline; ˗ a statement by the Contractor, within the scope of Article 108(1)(5) of the Pzp Act, regarding the absence of membership in the same capital group, within the meaning of the Act of 16.02.2007 on competition and consumer protection, with another Contractor that submitted a separate tender or partial tender, or a statement regarding membership in the same capital group together with documents or information confirming that the tender or partial tender was prepared independently of another Contractor belonging to the same capital group - Annex No. 8 to the SWZ; ˗ a statement by the Contractor confirming the absence of grounds for exclusion from the procedure pursuant to Article 5k of Council Regulation (EU) No. 833/2014 and Article 7(1) of the Act of 13 April 2022 on special measures to counteract support for aggression against Ukraine and to protect national security – Annex No. 9 to the SWZ; ˗ a statement by the entity making resources available - confirming the absence of grounds for exclusion from the procedure pursuant to Article 5k of Council Regulation (EU) No. 833/2014 and Article 7(1) of the Act of 13 April 2022 on special measures to counteract support for aggression against Ukraine and to protect national security – Annex No. 10 to the SWZ; ˗ an extract from the relevant register or from the Central Register and Information on Economic Activity, if separate regulations require entry in a register or records, in order to confirm the absence of grounds for exclusion pursuant to Article 109(1)(4) of the Act, unless the Contractor indicates in the tender the availability of these documents in electronic form at specified website addresses of publicly accessible and free databases; ˗ A statement by the Contractor that the information contained in the JEDZ remains current, within the scope of the grounds for exclusion from the procedure.
