Poland – Washing and dry-cleaning services – Provision of laundry services together with the loan of hospital bed linen

Opportunity description

The subject matter of the contract is the provision of comprehensive laundry services for hospital linen and clothing, together with the loan of hospital bed linen and the implementation, launch and maintenance of an RFID system, performed for the Contracting Authority throughout the term of the contract. The scope of services includes in particular: disinfection; water washing and, where necessary, dry cleaning; stain removal; antistatic rinsing; drying; mangling; ironing; folding; sorting of items; packaging and wrapping in plastic film; transport while maintaining separation between clean and soiled items; repairs; permanent marking and recording in the RFID system; electronic reporting; maintaining the required stocks of bed linen. 1. The subject matter of the contract is the provision of comprehensive laundry services for hospital linen and clothing, together with the loan of hospital bed linen and the implementation, launch and maintenance of an RFID system, performed for the Contracting Authority throughout the term of the contract. The scope of services includes in particular: disinfection; water washing and, where necessary, dry cleaning; stain removal; antistatic rinsing; drying; mangling; ironing; folding; sorting of items; packaging and wrapping in plastic film; transport while maintaining separation between clean and soiled items; repairs; permanent marking and recording in the RFID system; electronic reporting; maintaining the required stocks of bed linen. The services must be performed in accordance with the applicable laws, in particular the Act of 15 April 2011 on Medical Activity and the Act of 5 December 2008 on Preventing and Combating Infections and Infectious Diseases in Humans, as well as in accordance with the “Guidelines of the Minister of Health of 9 November 2022 concerning the operation of laundries for healthcare entities” (Annex No. 10 to the SWZ), the principles of technical and epidemiological knowledge, and the requirements specified in the SWZ and the draft contract. The services are to be performed in a manner ensuring the continuity of the Contracting Authority’s medical activities. Washing and disinfection technology 1. The use of water-washing technology for hospital linen with disinfection in a thermal-chemical process is required. 2. Washing and disinfecting agents must demonstrate effectiveness against bacteria, viruses, fungi and spores (including Clostridioides difficile) at temperatures from 40°C and have the appropriate registration certificates. 3. The Contractor shall maintain complete documentation of the disinfection processes. At the Contracting Authority’s request, it shall submit microbiological test results confirmed by a laboratory; results for each completed month shall be provided to the Hospital Infection Control Team by the 10th day of the following month. The Contracting Authority reserves the right to conduct its own tests on clean linen after the washing process. The burden of demonstrating that the disinfection process is correct rests with the Contractor. 4. Sanitary and epidemiological standard 1. The service must be performed in a laundry equipped with a hygiene barrier, under conditions compliant with the sanitary and epidemiological requirements applicable to laundries providing services to healthcare units. 2. The Contractor shall ensure complete separation of: soiled and clean zones, transport of soiled and clean items, contaminated linen, neonatal and paediatric linen, and surgical clothing. 3. Throughout the performance period, the Contractor shall maintain up-to-date documents confirming compliance with sanitary requirements, in particular a current sanitary opinion from the State Sanitary Inspector (the laundry has a hygiene barrier and meets the requirements for healthcare units) and at least one inspection report from the Sanitary Inspector from the last 12 months finding no irregularities. 4. If an epidemiological infection is suspected, the Contractor shall secure documentation and samples, identify the batch, provide RFID data and cooperate with the Hospital Infection Control Team. 5. Service performance deadlines  washing hospital linen – within 24 hours of collection,  washing together with repairs – within 48 hours of collection,  washing staff clothing – within 48 hours of collection. 6. Collection and delivery 1. Collection of soiled linen and clothing from the Soiled Clothing and Linen Collection Point and delivery of clean linen and clothing to the Clean Linen Warehouse shall take place daily from Monday to Saturday. 2. Collection of soiled items – between 10:00 and 14:00; delivery of clean items – between 6:00 and 7:00, with the Contracting Authority having the option to change the hours in justified organisational or epidemiological cases. If two statutory public holidays occur consecutively, one of them shall be a working day for the performance of the services, unless the Parties agree otherwise. 3. Counting and identification shall be performed via the RFID system (weighing only in cases of substitute settlement). Each time, a handover and acceptance report (paper and electronic) shall be drawn up containing at least: the date and time of handover, type of items, number of pieces, weight (if determined), item identification number and information about shortages, damage or irregularities. 4. Clean linen and clothing must be sorted by type, with clothing prepared separately for each organisational unit, properly marked, wrapped in plastic film and packaged in a manner preventing secondary contamination, and ready for distribution by 7:00 at the latest. 7. Transport 1. Transport shall be carried out using the Contractor’s own means, at its cost and risk, using means of transport approved by the competent sanitary and epidemiological authority, while maintaining complete separation between the transport of clean and soiled items (separate vehicles or vehicles with permanently separated, sealed compartments). 2. Vehicles must have sealed loading compartments, be lined with an easily washable material resistant to disinfectants, and protect the items against dirt, contamination, moisture and damage. 3. The Contractor shall wash and disinfect daily the transport compartments, containers, trolleys and other components that come into contact with linen; the process shall be documented (date, time, vehicle, agents, person) and provided to the Contracting Authority (collective submission at the end of the month is permitted). 4. Employees responsible for transport (including drivers) must be trained in handling soiled and clean linen and in hand hygiene techniques according to WHO recommendations; the training shall be documented and provided to the Hospital Infection Control Team. The Contracting Authority has the right to inspect the sanitary condition of vehicles and refuse to accept a delivery made using means that do not meet the requirements.
