Opportunity description

1. The subject of the contract is the service entitled “Collection and transport of municipal waste for the years 2026-2028, with possible renewal, originating from inhabited and uninhabited properties located within the municipalities belonging to the Intermunicipal Special-Purpose Association with its registered office in Włodawa”. 2. Performance of the service includes the collection and transport of municipal waste from properties inhabited by residents and from uninhabited properties, divided into 4 parts: 1) Sector I, comprising the municipalities of Podedwórze and Sosnówka, 2) Sector II, comprising the municipalities of Hanna and Sławatycze, 3) Sector III, comprising the town of Włodawa, 4) Sector IV, comprising the municipalities of Hańsk and Stary Brus 3. Each sector listed below constitutes a separate part of the task; the Contracting Authority divides the contract into parts. Accordingly, the Contracting Authority permits the submission of tenders for individual parts, as referred to in Article 7 point 15 of the Pzp Act, separately for each part – number of parts: 4. 4. The tasks constitute individual parts; the Contractor may submit a tender for any number of parts: 1) Part I - Collection and transport of municipal waste from Sector I, comprising the municipalities of: Podedwórze and Sosnówka; 2) Part II - Collection and transport of municipal waste from Sector II, comprising the municipalities of: Hanna and Sławatycze, 3) Part III - Collection and transport of municipal waste from Sector III, comprising the town of Włodawa, 4) Part IV - Collection and transport of municipal waste from Sector IV, comprising the municipalities of: Hańsk and Stary Brus. 5. The collection of waste generated on public roads is excluded from the subject of the contract. 6. A detailed description of the subject of the contract (OPZ) is set out in Part III of the SWZ. 7. Description of the subject of the contract according to CPV: -90 53 30 00-2 Waste management services -90 51 10 00-5 Refuse collection services -90 51 20 00-9 Refuse transport services. 8. Pursuant to Article 95(1) of the PZP, when carrying out activities whose performance consists of performing work in the manner specified in Article 22 § 1 of the Act of 26 June 1974 – Labour Code, the Contracting Authority requires the Contractor to employ persons under an employment contract in the following positions: operators/drivers of waste collection vehicles. 9. The obligation to employ persons under an employment contract when performing the specified activities also applies to subcontractors. In each subcontracting agreement, the Contractor is required to include appropriate provisions obliging subcontractors to employ persons performing the specified activities under an employment contract. 10. The method of documenting the employment of the persons referred to in paragraph 8, the Contracting Authority’s rights to verify the Contractor’s compliance with these requirements, and the penalties for failure to comply with these requirements are specified in the Model Contract (Part II of the SWZ). 1.Performance of the service includes the collection and transport of municipal waste from properties inhabited by residents and from uninhabited properties - comprising the municipalities of Podedwórze and Sosnówka - in accordance with Resolution No VII.18.20 of the Assembly of the Intermunicipal Special-Purpose Association with its registered office in Włodawa of 5 February 2020 on the detailed method and scope of providing services for the collection of municipal waste from property owners and the management of such waste (Official Journal of the Lubelskie Voivodeship of 2020, item 1147), amended by Resolution No X.30.21 of 9 June 2021 (Official Journal of the Lubelskie Voivodeship of 2021, item 2580). 2.The municipal waste collected by the Contractor will be transferred to the Contracting Authority’s own installation - the municipal installation, i.e. Zakład Zagospodarowania Odpadów MZC Sp. z o.o., 22-200 Włodawa, ul.
