The subject matter of the contract is: Part 1 – provision of a comprehensive service consisting in the collection and management of municipal waste collected from owners of inhabited properties in the Kołbaskowo Municipality at the Selective Municipal Waste Collection Point (PSZOK) located in the locality of Smolęcin (plot 177/4, Barnisław cadastral district). Part 2 – provision of a comprehensive service consisting in the collection and management of municipal waste from owners of inhabited properties and from the indicated uninhabited properties in the Kołbaskowo Municipality. Part 3 – provision of a comprehensive service consisting in the collection and management of municipal waste from municipal uninhabited properties, cemeteries, and from cleaning localities (specified in the procurement documents – Annexes No. 10A–10C to the SWZ), together with the provision of bins and containers (specified in Annexes No. 11.A–11C). Detailed description of the subject matter of the contract in the procurement documents The subject matter of the contract is the provision of a comprehensive service consisting in the collection and management of municipal waste collected from owners of inhabited properties in the Kołbaskowo Municipality at the Selective Municipal Waste Collection Point (PSZOK) located in the locality of Smolęcin (plot 177/4, Barnisław cadastral district). Contract performance period: 15 months from the date of conclusion of the contract, provided that if the contract is concluded earlier than before 1 October 2026, performance of the contract will commence on 1 October 2026. The PSZOK is equipped with containers: a) for hazardous waste, complying with Polish standard PN-EN 840, b) a roofed type E container with a capacity of 25m3, complying with Polish standard PN-EN 840, for the collection of waste electrical and electronic equipment. The Contractor must provide the necessary number of containers for servicing, with a capacity of no less than 10 m3. Waste will be accumulated in containers. The detailed arrangement and capacities of the containers are described in point 13 of the OPZ. The Contracting Authority permits the service to be performed using containers with a capacity of less than 10 m3. Containers with a smaller capacity must be approved in advance by the Contracting Authority. The Contractor is obliged to use, for the performance of the subject matter of the contract (throughout the entire service performance period), vehicles meeting the requirements specified in the applicable provisions of law, including Article 68a of the Act of 11 January 2018 on Electromobility and Alternative Fuels (consolidated text: Journal of Laws of 2024, item 1289). The share of category N2 and N3 vehicles in the total number of vehicles of those categories covered by the contract must be no less than 9% from 1 January 2026. The share of category N1 vehicles in the total number of vehicles of those categories covered by the contract must, however, be no less than 22%. The share of zero-emission electric vehicles in the fleets of vehicles used is calculated in accordance with the rules specified in Article 36a of the aforementioned Act. The subject matter of the contract is the provision of a comprehensive service consisting in the collection and management of municipal waste from owners of inhabited properties and from the indicated uninhabited properties in the Kołbaskowo Municipality. 2. Properties on which no residents reside but municipal waste is generated are designated properties whose function was specified by Resolution of the Kołbaskowo Municipal Council No. XIII/127/2015 of 16 November 2015 (Official Journal of the West Pomeranian Voivodeship of 14 December 2015, item 5425). 3. The Contractor is obliged to use, for the performance of the subject matter of the contract (throughout the entire service performance period), vehicles meeting the requirements specified in the applicable provisions of law, including the requirements specified in Articles 68a and 68b of the Act of 11 January 2018 on Electromobility and Alternative Fuels (consolidated text: Journal of Laws of 2024, item 1289). The share of category N2 and N3 vehicles in the total number of vehicles of those categories covered by the contract must be no less than 9%. The share of category N1 vehicles in the total number of vehicles of those categories covered by the contract must, however, be no less than 22%. A detailed description of the subject matter of the contract is described in the procurement documentation – Annex No. 10B to the SWZ The subject matter of the contract is the provision of a comprehensive service consisting in the collection and management of municipal waste from municipal uninhabited properties, cemeteries, and from cleaning localities (specified in Annexes No. 11 A–11C to the SWZ), together with the provision of bins and containers. The scope of the subject matter of the contract covers a period of 15 calendar months beginning on the date of conclusion of the contract, provided that if the contract is concluded earlier than before 1 October 2026, performance of the contract will commence on 1 October 2026. Throughout the entire contract performance period, the Contractor must possess equipment enabling the collection of municipal waste in the form of at least: 1) one specialist vehicle adapted for collecting mixed municipal waste, 2) one vehicle adapted for collecting selectively collected municipal waste, 3) one vehicle adapted for collecting waste without a compacting function, 4) one storage and transport base meeting the requirements of the Regulation of the Minister of the Environment of 11 January 2013 on detailed requirements concerning the collection of municipal waste from property owners and the Regulation of the Minister of the Environment of 16 June 2009 on occupational health and safety in municipal waste management. 3. The Contractor is obliged to use vehicles compliant with the applicable provisions of law for the performance of the subject matter of the contract.
