Poland – Water installations – Improvement of the functionality of the infrastructure necessary for the distribution of drinking water to residents of the Dziadkowice Municipality.

Opportunity description

1. The subject matter of the contract is the supply, including placement, installation and commissioning, of water supply infrastructure equipment for the Dziadkowice Municipality, as well as the supply and implementation of a remote water meter reading system. 2. The subject matter of the contract has been divided into 2 parts and includes: 2.1. Part 1 – the supply and installation of 65 DN80 above-ground hydrants, 33 gate valves (DN200 – 4 units, DN150 – 24 units, DN100 – 5 units), a water dispenser, including commissioning, and the purchase, planting and maintenance of 110 trees. 2.2. Part 2 – the supply and replacement of 751 water meters with remote reading modules (DN15 – 80 units, DN20 – 650 units, DN25 – 8 units, DN32 – 9 units, DN50 – 2 units, DN100 – 2 units), the supply of equipment, software and licences, system implementation, integration with the WODA system, tests, documentation and training. The Contracting Authority permits the submission of a tender for one or both parts and does not limit the number of parts that may be awarded to one Contractor. 3. The detailed scope, technical parameters, locations, and method of installation, acceptance and documentation are specified in the OPZ, technical designs and draft contractual provisions applicable to the relevant part – Annex 1A to the SWZ. The Beneficiary declares compliance with the DNSH principle; the contractor is required to carry out the supplies in a manner ensuring that this compliance is maintained and to provide the required evidence. Requirements concerning Part 1 The scope of Part 1 includes in particular: 1) the supply of complete equipment and materials; 2) dismantling existing elements; 3) carrying out earthworks and installation work; 4) conducting the required tests; 5) flushing and disinfection; 6) reinstatement of surfaces; 7) installing the required signage; 8) preparing and handing over as-built documentation; 9) commissioning the water dispenser; 10) carrying out plantings, including their maintenance during the warranty period – in accordance with the OPZ, design documentation and technical designs. Within the scope of Part 1, the Contractor shall obtain the required consents, arrangements and permits related to occupying the road lane or introducing traffic management, provide the required signage and site security, and bear the associated costs. Warranty – a minimum of 24 months for the supplied equipment. The warranty period for gate valves and hydrants is one of the tender evaluation criteria. The detailed scope, technical parameters, locations, and method of installation, acceptance and documentation are specified in the OPZ, technical designs and draft contractual provisions applicable to the relevant part – Annex 1A to the SWZ. Requirements concerning Part 2 The scope of Part 2 includes in particular: 1) the supply of brand-new water meters and radio modules compatible with them; 2) dismantling existing water meters; 3) installing and sealing new water meters; 4) conducting test readings; 5) implementing and commissioning the remote reading system; 6) supplying a meter reader kit and the required IT equipment; 7) providing the required licences; 8) migrating or importing data from the WODA system (INFO-SYSTEM Groszek) used by the Contracting Authority; 9) conducting the required tests; 10) preparing and handing over documentation; 11) conducting instructional training in the operation and maintenance of the supplied equipment and system; 12) The Contractor shall agree with the Contracting Authority on the rules for contacting water recipients and the dates for replacing water meters. Recipient data may be provided to persons carrying out replacements only to the minimum extent necessary and using secure communication channels.; 13) With respect to each water meter whose replacement requires arranging a date with the owner or tenant of the premises, the Contractor shall make at least three documented contact attempts, including at least one after 15:00 on working days or on a Saturday. After three unsuccessful attempts, the Contractor shall hand over to the Contracting Authority, on the basis of a report, the unused set: the water meter together with the radio module assigned to it. In such a case, only the supply price of that set shall be settled, without remuneration for the dismantling and installation service.; 14) The warranty for water meters and radio modules shall be at least 60 months, and its extension is one of the tender evaluation criteria. For the remaining equipment, remote reading system, integration and software, the Contracting Authority requires at least 60 months of warranty, service or support – as appropriate to the nature of the performance. The Contractor shall provide a subscription and updates for the remote reading software for a period of 60 months.; 15) For a period of at least 60 months from acceptance of the system, as part of the tender price, the Contractor shall provide: a) servicing; b) software updates; c) security patches; d) technical support; e) required licences; f) the ability to use the system and the data collected in it. 16) Expiry of the warranty period may not result in the Contracting Authority losing access to the collected data or being deprived of the ability to download or export it. 17) The supplied measuring instruments must meet the requirements concerning legal metrological control and have the required declarations of conformity, markings and documentation enabling their lawful use. 18) The remote reading system must provide at least: a) full support for 751 water meters; b) recording and handling of alarms; c) storage of reading history; d) data export; e) integration with the WODA system used by the Contracting Authority; f) creation of secure backups; g) the ability to restore data from a backup. 19) The Contractor may process water recipient data only on the documented instructions of the Contracting Authority and to the extent necessary to perform the contract. The personal data processing entrustment agreement forming part of the Draft contractual provisions – Annex No 3B to the SWZ – applies to Part 2.
