Reconstruction of the Gastroenterological Surgery and Transplantology Clinic to establish a Transplantology and Robotic Surgery Center. Reconstruction of the Gastroenterological Surgery and Transplantology Clinic to establish a Transplantology and Robotic Surgery Center in accordance with the attached PFU. The requirements and parameters for materials indicated in the description of the subject matter of the contract contained in the PFU are provided solely as examples (references) and serve to define the desired standard and the minimum technical, functional, quality, and performance parameters of the subject matter of the contract. The equivalence criteria used to assess the equivalence of the solutions offered by the Tenderer against the reference products indicated in the description of the subject matter of the contract shall be exclusively those technical, functional, quality, and performance parameters that have been expressly stated in the description of the subject matter of the contract for the given reference product by specifying numerical values, ranges, classes, standards, or required functionalities. An equivalent product must meet each of the parameters described in the PFU at a level no worse than required, whereby: a) for parameters defined as minimum values—the offered value may not be lower; b) for parameters defined as maximum values—the offered value may not be higher; c) for parameters defined as a range—the offered value must fall within that range; d) for required functionalities, compatibility, or compliance with standards—the equivalent product must provide them to the full required extent. Where no parameters have been expressly stated in the description of the subject matter of the contract for a reference product, the equivalence criteria shall be those parameters of the reference product that are necessary to achieve the purpose and intended use of the given element of the subject matter of the contract arising from the description of the subject matter of the contract, including ensuring interoperability (compatibility) with the other elements of the subject matter of the contract and with the Contracting Authority’s existing infrastructure described in the procurement documents. Features of the reference product other than those covered by the equivalence criteria, in particular design, colors, manufacturer markings, structural solutions that do not affect functionality, and parameters exceeding the requirements of the description of the subject matter of the contract—shall not be subject to an equivalence assessment and may differ from the reference product. The equivalence assessment shall be conducted exclusively within the limits of the criteria specified in the PFU, based on the information and evidence presented by the Contractor. When specifying standards in the PFU to define technical requirements, the Contracting Authority permits equivalent solutions that meet the requirements of the specified standards. Procedure: open.
