Romania – Air transport services – FRAMEWORK AGREEMENT FOR AIR TRANSPORT SERVICES

Opportunity description

The contracting authority intends to procure domestic and international passenger air transport services according to specific needs and within the allocated budget (of 60,000 RON excluding VAT), for personnel involved in implementing the project, for the purpose of participating in scientific events (congresses, conferences, seminars, round tables, courses, workshops, etc.) relevant to meetings and working and monitoring visits. These trips are characterized by the fact that the travel dates, their number, and the number of participants cannot be determined exactly. The contracting authority will conclude a framework agreement with the first 3 economic operators (from the interim ranking) whose tenders are declared admissible, tenders that meet all the requirements established according to the tender specifications. The maximum number of economic operators with which the framework agreement will be concluded shall be modified accordingly if there are several tenders with the same maximum value of the Service Fee (TS) and if this results in exceeding the established maximum number of 3 (three) economic operators, for a period of 41 months (at most until 31.12.2029—the completion date of the financing contract). In the financial tender, economic operators shall present:- the maximum value as an absolute amount (not as a percentage), in euros, of the service fee (TS)/ticket for the duration of the framework agreement - the tender (in lei) for the maximum estimated quantity of the framework agreement: TS X 20 TICKETS. For conversion into lei, solely for the purpose of substantiating the financial tender, all tenderers shall use an average exchange rate of 5 lei/euro. The minimum and maximum quantities of the framework agreement are as follows: minimum: 10 tickets, maximum – 20 tickets. Quantity of the largest subsequent order: 4 tickets Estimated value of the largest subsequent order: 24,380.00 lei excluding VAT Deadlines for submitting/responding to requests for clarifications/additional information: - in accordance with the provisions of Art. 160 of Law No. 98/2016 on public procurement, as subsequently amended and supplemented, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 15 days before the deadline for submitting tenders. - in accordance with the provisions of Art. 161 para. (1) of Law No. 98/2016 on public procurement, as subsequently amended and supplemented, the contracting authority shall respond clearly and completely to all requests for clarifications/additional information on the 10th day before the deadline established for submitting tenders, insofar as they are submitted within the specified deadline.
