Opportunity description

The provision of the services mentioned above will be ensured by concluding a Framework Agreement for a period of 2 years (24 months) from the date of signing and entry into force, with all tenderers whose tenders will be declared admissible and ranked in the top 10 places in the ranking. The number of operators with which the framework agreement will be concluded will be at least 1 operator and a maximum of 10 operators, subsequently awarding, by reopening competition among the economic operators that are signatories to the framework agreement, subsequent contracts for domestic and international passenger air transport services for the destinations/classes/duration/conditions of travel established by the contracting authority at the stage of reopening competition. Requests for clarifications shall be submitted exclusively in SEAP in the “Questions” Section of the award procedure conducted by electronic means, and the responses thereto will be published in SEAP in the “Documentation and Clarifications” Section and in the “Questions” Section of the contract notice, on the website www.e-licitatie.ro. Number of days before the deadline for submission of tenders by which clarifications regarding the procurement documentation may be requested: 18 days. The contracting authority will respond to clarifications by the 11th day before the deadline for submission of tenders. The contracting authority’s response deadline will comply with the provisions of Art. 161 of Law No. 98/2016, as subsequently amended and supplemented. The estimated value of the services was calculated for the services estimated to be provided over a framework agreement implementation period of 24 months, at an estimated unit price of 3,717.73 lei/airline ticket, excluding VAT.
