Romania – Air transport services – Domestic and international passenger air transport services

Opportunity description

The Authority for the Digitalization of Romania, as the contracting authority, wishes to conclude a framework agreement with a minimum of one and a maximum of ten economic operators to provide domestic and international passenger air transport services for a period of 24 months. This service is necessary to provide air transport services for the dignitaries/delegations/personnel of the Authority for the Digitalization of Romania who participate in events, meetings, fairs, exhibitions and other activities within ADR’s area of competence. Subsequent contracts will be awarded by reopening competition among the economic operators that are signatories to the framework agreement, pursuant to Art. 110 of Government Decision No. 395/2016, and the element subject to the reopening of competition will be the price of the requested air transport services. The reopening of competition will take place offline. - minimum estimated quantity for the framework agreement – 50 airline tickets - maximum estimated quantity for the framework agreement – 510 airline tickets - minimum estimated quantity for a subsequent contract – 1 airline ticket - maximum estimated quantity for a subsequent contract – 10 airline tickets Frequency of awarding subsequent contracts/orders - whenever the need arises to organize travel within the country and/or abroad for the personnel or delegations of the contracting authority. The estimated value of the largest subsequent contract is 60,000 lei, excluding VAT. The reopening of competition will take place offline. Deadlines for submitting/responding to requests for clarification/additional information: A. In accordance with the provisions of Art. 160 para. (1) of Law No. 98/2016 on public procurement, as subsequently amended and supplemented, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is no later than 18 days before the deadline for submission of tenders. B. In accordance with the provisions of Art. 160 para. (2) of Law No. 98/2016 on public procurement, as subsequently amended and supplemented, the contracting authority will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline established for the submission of tenders. If these deadlines fall on non-working days, the contracting authority will respond on the last working day before the respective deadline.
