Opportunity description

The contracting authority intends to conclude one public supply contract for each individual lot for the procurement of vehicles for work specific to the border police, as described in the specifications, as follows: Lot 1: ATV quadricycle (all terrain vehicle) Lot 2: 4x4 patrol special-purpose vehicle Lot 3: Special-purpose vehicle for transporting service dogs Lot 4: Patrol special-purpose vehicle (for access to areas that are very difficult to reach) Within each lot, the delivery period for the products is 240 days from the date the contract is signed by the last party. Pursuant to Art. 221 para. (1) letter a) of Law No. 98/2016, as updated, the contracting authority uses, within the procurement procedure, review clauses regarding the option to increase the quantities of products to be supplied under the contracts, as provided in Section II.2. - List of lots - Information about options. If the review clauses are used, the delivery period is 240 days from the date the addendum is signed by the last party. The total estimated value of the procurement was established including the option to increase the quantity. Considering the manner in which the review clause is applied, the financial proposal will be formulated for the firm quantity being procured by the contracting authority, and an addendum to the initial contract will subsequently be concluded for the increase in quantity, in accordance with the provisions of Art. 221 of Law No. 98/2016 and Instruction No. 1/2021 of the President of ANAP. During the period in which the increase clause is applied, the unit price will be adjusted in accordance with the provisions of Section II.3 Adjustment of the contract price. Requests for clarification concerning the procurement documents shall be submitted only through SEAP (https://e-licitatie.ro), by accessing the dedicated “Questions” section in the details of the ongoing procurement procedure. The contracting authority will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline for submitting tenders, provided that these requests were submitted by the deadline mentioned in SECTION I, namely 19 days before the deadline for submitting tenders. ATTENTION!!! To comply with the principle of equal treatment, interested economic operators shall observe the provisions of ANAP Notification No. 247 concerning the method for submitting requests for clarification and additional information regarding procurement documents / responses formulated when public procurement contract award procedures are conducted by electronic means (online), meaning that documents attached in the “Questions” section SHALL NOT CONTAIN THEIR IDENTIFICATION DATA, because these will become public when the contracting authority submits its response! The contracting authority is procuring ATV quadricycles (all terrain vehicle), as described in the specifications, in order to develop its intervention capacity in areas that are difficult to reach.
