Romania – Bridge construction work – DESIGN SERVICES AND EXECUTION OF WORKS FOR THE INVESTMENT OBJECTIVE “CONSOLIDATION/REHABILITATION OF THE VICTORIEI PASSAGE”

Opportunity description

Under this contract, DESIGN SERVICES AND EXECUTION OF WORKS FOR THE INVESTMENT OBJECTIVE “CONSOLIDATION/REHABILITATION OF THE VICTORIEI PASSAGE” will be procured. The expert assessment carried out in 2023, which establishes the current technical condition of the VICTORIEI PASSAGE, identifies the works required to bring the passage into good technical condition, in accordance with the regulations in force. The completion of the investment objective will ensure safe and comfortable traffic on the “VICTORIEI PASSAGE.” The passage will also be brought into a technical condition that meets the strength and safety requirements established by the standards in force. The intervention works are necessary to protect the existing structure, which over time may suffer significant deterioration caused by the identified construction deficiencies, caused, in particular, by seepage through joints and deteriorated waterproofing on the consolidated structures. The estimated value of the procurement is determined in accordance with the provisions of Article 9(1) of Law No. 98/2016 on public procurement: “The contracting authority shall calculate the estimated value of a procurement taking into account the total estimated amount payable, excluding VAT, as estimated by the contracting authority, taking into consideration any possible forms of options and contract extensions explicitly mentioned in the procurement documents”. The estimated value of the services contract was determined in accordance with DALI, version 2 recommended by the author. Thus, taking into account the general cost estimate, the monetary breakdown is as follows: Estimated value of 138.101.175,82 lei excluding VAT, of which: - estimated C + M value of 130.898.253,60 lei excluding VAT (of which 888.000,00 lei excluding VAT for construction and installation works related to site organization), to which is added the value of machinery and technological and functional equipment (Chapter 4.3 of the general cost estimate) of 1.650.000,00 lei excluding VAT, as well as expenses related to site organization of 1.200.000,00 lei excluding VAT; - estimated value for design services – 3.874.807,61 lei excluding VAT; - estimated value for technical assistance services provided by the designer – 478.114,61 lei excluding VAT. The estimated value of the contract to be awarded does not include the amount relating to miscellaneous and unforeseen expenses, namely 27.385.221,12 lei excluding VAT, specified in the project budget (general cost estimate), which may be accessed, as applicable, depending on needs, by amending the contract under the conditions provided for in Article 221 of Law No. 98/2016 on public procurement, with subsequent amendments and supplements. The number of days before the deadline for submission of tenders by which clarifications may be requested is 18 days. The contracting authority will respond clearly and completely to all requests for clarification on the 11th day before the deadline for submission of tenders. In this case, the deadlines for receiving requests for clarification and for transmitting the contracting authority’s response were calculated so that economic operators benefit from the 10 days provided for in Article 161 of Law No. 98/2016.
