Opportunity description

The general objective is to reduce the seismic risk of the construction and increase the energy efficiency of the building of public interest and utility located at 14 Batiștei Street, Sector 2, Bucharest. The specific objective is: - strengthening the structural elements, which will lead to increased structural rigidity and improved behavior of the building under seismic actions - increasing the energy efficiency of the building of public interest and utility. The intervention works for seismic strengthening and energy renovation are intended to bring it up to the operating parameters of a public building and ensure safety conditions and an appropriate climate with a view to reintegrating the property. The technical solution proposed and recommended in the technical expert report was presented at the DALI stage and endorsed by CTE-PMB. In this regard, through H.C.G.M.B no. 360/29.08.2025, the documentation for approval of the intervention works, the technical-economic indicators, and the general cost estimate for the investment objective “Seismic strengthening and increasing the energy efficiency of the building of public interest and utility located at 14 Batiștei Street, Sector 2, Bucharest” were approved, with financing approved through the National Program for Strengthening Buildings with High Seismic Risk - Subprogram for the design and execution of intervention works for buildings of public interest and utility. The technical solution approved within DALI will be detailed through the technical design stages DTAC, DTOE, P.T., D.E. In view of the nationwide implementation of the BIM methodology (Building Information Modelling), in investment projects financed from public funds in the construction sector, the Service Provider will develop the documentation within a collaborative digital model. The requested services include the preparation of D.T.A.C., D.T.O.E., P.T.+D.E., As-Built, including the General Cost Estimate updated upon completion of the execution works, and Technical Assistance from the designer during the execution of the strengthening works and during the works warranty period, until their final acceptance, execution of the works, issuance of the energy performance certificate, and provision of the utilities required for the property located at 14 Batiștei Street, Sector 2, Bucharest. For the property located at 14 Batiștei Street, Sector 2, Bucharest, which is the subject of this contract, D.A.L.I. Documentation was prepared in 2025 by S.C. BE HOME CONCEPT S.R.L.; H.C.G.M.B no. 360/29.08.2025 regarding the approval of the documentation for approval of the intervention works, the technical-economic indicators, and the general cost estimate for the investment objective “Seismic strengthening and increasing the energy efficiency of the building of public interest and utility located at 14 Batiștei Street, Sector 2, Bucharest.” The urban property, consisting of land with an area of 700 sqm according to the documents (686 sqm according to measurements), contains a C1 building – an administrative and social-cultural construction (with a ground-level built area of 624.00 sqm, consisting of 2 basements, ground floor, 3 floors with varying areas, an intermediate level above the stage, and an attic), owned by the Municipality of Bucharest and administered by the Stela Popescu Theatre. Number of days before the deadline for submission of tenders by which clarifications may be requested: 18. The deadline by which the contracting authority will respond clearly and completely to all requests for clarification/additional information is the 11th day before the deadline for submission of tenders.
