On 18.03.2026, Financing Contract No. 931 was signed with the North-East Regional Development Agency for the implementation of the project “Promotion of the cultural and historical heritage of the municipality of Bârlad”, financed under the North-East RP 2021-2027, Priority 7 North-East - A more attractive region, Specific Objective: Promoting integrated and inclusive social, economic and environmental development, as well as culture, natural heritage, sustainable tourism and security in urban areas, under the Call “PR/NE/2025/7/RSO5.1/1/Municipii”, with the following investment objectives:  Rehabilitation, restoration and consolidation of the “Casa Naţională Stroe Belloescu” building, currently the Bârlad Municipal Library;  Development of the central area;  Digitalisation of tourist attractions. In accordance with the provisions of Article 161 of Law No. 98/2016 on public procurement, as subsequently amended and supplemented, the contracting authority will respond clearly and completely to requests for clarification/additional information concerning the procurement documentation, submitted within the deadline specified in Section I.3 (16 days before the deadline for submission of tenders), in a consolidated response posted in SEAP 11 days before the deadline established for submission of tenders. Through the implementation of the investment objective “Rehabilitation, restoration and consolidation of the ‘Casa Naţională Stroe Belloescu’ building, currently the Bârlad Municipal Library” within the project, rehabilitation, restoration and consolidation works are proposed for the “Casa Națională Stroe Belloescu” building, with an area of 313.81 sq m. It is classified as a historical monument and registered in the list of historical monuments, Class B, with code VS-II-m-B-06752, and dates from 1906-1908. The building, erected in the Neo-Romanian style according to the design of architect C.A. Harjeu between 1906 and 1908, is included in the list of architectural monuments. In 1909, the professor, politician and philanthropist Stroe Belloescu (1838 - 1912) named the building “Casa Națională” and donated it to the communal town hall, with the stipulation: “The Commune of Bârlad shall maintain and care for this establishment. This establishment may serve only as a public library, art gallery and museum.” The purpose and results of carrying out the proposed investments to achieve the objective: - Rehabilitation, restoration and consolidation of the monument building to protect it and ensure the minimum level of operational safety; - Rehabilitation of the dedicated spaces, increasing the level of comfort and the quality of services; - Improvement of the existing functions to ensure that activities are properly carried out in accordance with the intended use; - Making the space intended for cultural activities and the access routes accessible, including upgrading the equipment/installations used so that they meet the imposed requirements; - Provision/modernisation of the general and specific utilities required for the operation of the facility (including connection to utilities at the site of the investment objective); - Provision of appropriate development/modernisation systems; - Ensuring the operational flows of the institution in accordance with health regulations and fulfilment of the operating conditions under the legislation in force; - Equipping it with the technological equipment associated with the operation of the installations.
