The “Mihai Eminescu” Theoretical High School in Bârlad, a historical monument building with code VS-II-m-B-06725, is an educational institution whose basic objective is the instruction and education of students; the school currently has an educational space consisting of 51 classrooms in several buildings. Following the assessment of the main building, consisting of three structurally independent buildings, treated separately and hereinafter referred to as C1, C2, C3, all 3 buildings were classified in seismic risk class II, after which all the documentation was prepared that allowed the building permit to be obtained separately for each building. Based on these documents, UAT MUNICIPIUL BARLAD signed 3 financing contracts with MINISTERUL DEZVOLTARI, LUCRARILOR PUBLICE SI ADMINISTRATIEI, as follows: - Financing contract no. 51/18.02.2025 for financing the objective “Rehabilitation and restoration of M. Eminescu High School, Buildings C1, C2, C3 - Building C1” - Financing contract no. 52/18.02.2025 for financing the objective “Rehabilitation and restoration of M. Eminescu High School, Buildings C1, C2, C3 - Building C3” - Financing contract no. 53/18.02.2025 for financing the objective “Rehabilitation and restoration of M. Eminescu High School, Buildings C1, C2, C3 - Building C2” Under the contract, the Contractor, on the basis of the documents of the Tender Specifications and the annexes thereto (Technical Assessment, Site Studies - Topographical Study and Geotechnical Study, Technical Documentation for obtaining the Building Permit - DTAC and Documentation for Approval of Intervention Works - DALI), must provide, for each of the three buildings considered separate objectives and constituting, under this procedure, three distinct Lots: 1) design and technical assistance services from the designer, consisting of: a) Preparation of the technical design and execution details, including ensuring their technical quality verification; b) provision of technical assistance from the designer during the execution period, participation in acceptance and in the preparation of the Construction Technical Book 2) execution and completion of all designed works, in accordance with the provisions of the procurement documentation and the obligations undertaken, within the offered price, in compliance with all legal provisions applicable to the field of the Contract, for the objectives constituting 3 separate lots: - “Rehabilitation and restoration of M. Eminescu High School, Buildings C1, C2, C3 - Building C1” - “Rehabilitation and restoration of M. Eminescu High School, Buildings C1, C2, C3 - Building C2” - “Rehabilitation and restoration of M. Eminescu High School, Buildings C1, C2, C3 - Building C3” The contracting authority will respond to requests for clarification submitted by economic operators within the period specified in section I.3 (18 days before the deadline for submission of tenders), on the 12th day before the deadline established for submission of tenders.
