Romania – Cadastral surveying services – Services for the systematic registration of properties in the Integrated Cadastre and Land Registry System within the administrative-territorial unit of Sudiți, Ialomița County, and the implementation of a GIS IT platform

This procurement documentation contains the requirements, criteria, rules and information necessary to provide potential tenderers with complete, accurate and explicit information regarding the application of the procedure for awarding the contract whose subject is Services for the systematic registration of properties in the Integrated Cadastre and Land Registry System within the administrative-territorial unit of Sudiți, Ialomița County, and the implementation of a GIS IT platform – a multiannual service contract (maximum duration of 46 months), with firm orders issued during its performance. The services concern properties located in the cadastral sectors within the Sudiți administrative-territorial unit. The total area covered by the contract is divided into 4 zones, each consisting of a minimum of 500 and a maximum of 4,000 properties. A firm order will be issued for each zone, specifying the cadastral sector/sectors, the corresponding number of properties and the set of IT modules. The first order will be issued within a maximum of 30 days from the contract’s entry into force, and the other orders will be staggered over a period of a minimum of 6 months and a maximum of 40 months from the contract’s entry into force, depending on budget availability. Two deliverables are provided for each zone: Deliverable 1 – Technical cadastral documents for publication and Deliverable 2 – Final technical cadastral documents. In this regard, the provision of the services covered by this procurement contributes to achieving the contracting authority’s general objective, namely the systematic registration of properties in the specified cadastral sectors and the implementation of the IT platform, by creating a unified spatial database that will improve the quality and efficiency of the services provided by the local public administration and reduce the time required to resolve requests from citizens and institutions. Through the preparation of the technical cadastral documents, the ex officio registration of properties in the land register, the establishment of the street nomenclature register and the implementation and updating of the GIS platform, the contracting authority will benefit from the tools necessary for efficiently managing its assets, supporting urban planning processes, carrying out public investments and preventing the legal risks associated with the lack of compliant technical and cadastral records. The works are carried out under the National Cadastre and Land Registry Program, in compliance with Cadastre and Real Estate Publicity Law No. 7/1996, republished, with subsequent amendments and additions, Order No. 1/2020 of the Director General of ANCPI and the Regulation on the payment procedure intended for co-financing systematic registration works initiated by administrative-territorial units, approved by Order No. 1065/2018 of the Director General of ANCPI, with subsequent amendments and additions. The procured services will be provided in accordance with the requirements detailed in the Terms of Reference and its annexes, in compliance with the applicable legislation and the contractual conditions established by the contracting authority. Deadline for receiving requests for clarification: interested economic operators will submit requests for clarification no later than 18 days before the deadline established for the submission of tenders, pursuant to Articles 160 and 161 of Law No. 98/2016 on public procurement, as amended and supplemented. Deadline for responding to requests for clarification: the contracting authority will provide a complete response to all requests for clarification, once only, 11 days before the deadline established for the submission of tenders. The contracting authority will respond only to requests for clarification submitted through SEAP by the established deadline. The public procurement concerns the provision of services for the systematic registration of properties in the Integrated Cadastre and Land Registry System within the Sudiți administrative-territorial unit, Ialomița County, and the implementation of a GIS IT platform under a multiannual service contract with a maximum duration of 46 months, performed through the issuance of firm orders, depending on the contracting authority’s needs and the budget appropriations approved annually. The services concern properties located in cadastral sectors 0, 1, 3, 5, 14, 15, 16 and 17 within the Sudiți administrative-territorial unit and include, for guidance: conducting the public information campaign, preliminary activities and specialized works (identifying property and building boundaries, identifying holders and collecting documents, registering de facto possession), preparing the technical cadastral documents, publishing them, receiving and resolving rectification requests, updating the technical documents and registering properties ex officio in the land register, as well as implementing the GIS IT platform, establishing the street nomenclature register, supplying the hardware infrastructure, training users and providing the warranty and technical support. The total area covered by the contract is divided into 4 zones, each consisting of a minimum of 500 and a maximum of 4,000 properties.
