The subject matter of this procedure consists of the procurement of systematic registration services in cadastral sectors from 137 rural UATs designated in the project, organized into 137 lots, which cover an area of 138,108 ha out of the total area of 1,522,226 ha of the 137 UATs. The main stages in the provision of systematic registration services consist of: organization of systematic cadastral works, field reconnaissance, preparation of the preliminary report, the public information campaign, identification of property boundaries, establishment of the boundaries of properties located within built-up areas, where applicable, establishment of the boundaries of properties located outside built-up areas, preparation of the property data sheet, identification of holders and collection of documents, preparation of cadastral technical documents, publication of cadastral technical documents, receipt and resolution of rectification requests, updating of cadastral technical documents. The registration in the cadastral and land register records of properties in the cadastral sectors from 137 rural UATs, representing an area of 138,108 ha, contributes to achieving the indicator established under Axis 11 of the 2014-2020 Regional Operational Programme – Geographical expansion of the system for registering properties in the cadastre and land register, concerning the completion of systematic property registration for 5,756,387 ha located in less-developed rural areas of Romania, as well as to Specific Objective RS01.2 – RSO1.2 – Harnessing the benefits of digitalization for citizens, companies, research organizations and public authorities under the 2021-2027 Smart Growth, Digitalization and Financial Instruments Operational Programme. The project is intended to meet the objectives of the National Cadastre and Land Register Programme concerning the registration of all properties in Romania. In accordance with the provisions of Article 160(2) of Law No. 98/2016, ANCPI establishes a deadline for clarification requests submitted by economic operators and for providing clear and complete responses to all requests for clarification/additional information that may be requested during the tender submission period. In view of the possibility of including the award procedure in ANAP’s ex ante verification programme, the time required for ANAP to verify the proposed response was also taken into account when establishing the deadline, in accordance with the provisions of Article 7(2) of Annex No. 1 – Methodological rules for applying the provisions of Government Emergency Ordinance No. 98/2017 regarding the ex ante control function for the process of awarding public procurement contracts/framework agreements, sectoral contracts/framework agreements and works concession and service concession contracts, to Government Decision No. 419/2018: “The contracting authority is required to submit to ANAP the proposed consolidated response formulated regarding requests for clarification/additional information at least 4 days before the deadline or, as applicable, the response deadlines established through the contract notice/simplified contract notice/design contest notice/concession notice.” Number of days until which clarifications may be requested: 20 days before the deadline for submission of tenders. ANACPI will respond clearly and completely to all requests for clarification, in accordance with the provisions of paragraph (1), Article 161 of Law No. 98/2016, on the 11th day before the deadline established for submission of tenders. If these deadlines expire on non-working days, the authority will respond on the last working day before the respective deadline.
