Romania – Cleaning compounds – FRAMEWORK AGREEMENT FOR THE SUPPLY OF CLEANING AND HYGIENE PRODUCTS

This award documentation contains the requirements, criteria, rules and information necessary to provide potential tenderers with complete, correct and explicit information regarding the application of the procedure for awarding the framework agreement concerning the purchase of CLEANING AND HYGIENE PRODUCTS. Within this framework agreement award procedure, the beneficiaries of the procurement and signatories to the framework agreement are several contracting authorities which, pursuant to Art. 44 of Law No. 98/2016, jointly carry out this procurement, with the contracting authority mandated to organise this award procedure being the General Directorate for the Administration of Educational Establishments, Sports and Culture of Sector 4 (DGAUISC Sector 4), and hereinafter Contracting Authority shall mean any of the contracting authorities that are beneficiaries/signatories of the framework agreement. The contracting authorities associating to carry out this joint procurement are: - General Directorate for the Administration of Educational Establishments, Sports and Culture of Sector 4 (hereinafter referred to as ‘’DGAUISC S4’’), - Sector 4 of the Municipality of Bucharest, - GENERAL DIRECTORATE FOR PERSONS RECORDS SECTOR 4; - GENERAL DIRECTORATE FOR SOCIAL ASSISTANCE AND CHILD PROTECTION SECTOR 4; - GENERAL DIRECTORATE FOR LOCAL TAXES AND DUTIES SECTOR 4; - URBAN MOBILITY DIRECTORATE SECTOR 4; - ”Little Magicians” Nursery. The subject of the procurement is the supply of cleaning and hygiene products – Lot 1 Solutions and solution accessories and Lot 2 Non-solutions and solution accessories. In order to ensure the proper conduct of the activities of the General Directorate for the Administration of Educational Establishments, Sports and Culture of Sector 4, Sector 4 of the Municipality of Bucharest and subordinate institutions, cleaning and hygiene products will be purchased. Thus, the necessary supply of cleaning and hygiene products will be constantly ensured for the specific activities of the staff of the public institutions subordinated to Sector 4 of the Municipality of Bucharest. Any interested economic operator has the right to request clarifications or additional information in connection with the award documentation. Insofar as requests for clarification are received at least 18 days before the deadline established for the submission of tenders, the contracting authority will respond clearly and completely to all such requests for clarification on the 11th day before the deadline established for the submission of tenders. The contracting authority has opted to conclude a framework agreement for a period of 36 months. The products will be delivered in Sector 4 Bucharest or at the premises of the contracting authorities associated for the organisation of this award procedure. Estimates of the minimum and maximum quantities that may be covered by the framework agreement/subsequent contract can be found in the annexes to the tender specifications. Maximum value of Framework Agreement LOT 1: 26.768.714,76 lei Value of the largest subsequent contract for LOT 1: 1.142.721,50 lei Amendment of the public procurement framework agreement/subsequent contract, during its period of validity, shall be carried out under the conditions provided for in Art. 221 of Law No. 98/2016 and the provisions of the ANAP Instructions. The contracting authority has opted to conclude a framework agreement for a period of 36 months. The products will be delivered in Sector 4 Bucharest or at the premises of the contracting authorities associated for the organisation of this award procedure.
