The subject matter of the framework agreement is the procurement of cleaning services for the headquarters of the County Chambers of Accounts within the structure of the Romanian Court of Accounts, necessary for carrying out the institution's activities under optimal conditions. Minimum area: 22,100 sqm Maximum area: 25,000 sqm The public procurement procedure will be finalized through the conclusion of a framework service agreement valid for a period of 24 months from the date of entry into force, with the economic operators ranked in the first three places in the interim ranking drawn up after applying the award criterion. The service provider will provide cleaning services in accordance with the specifications. For the performance of the framework agreement and the subsequent contracts under it, the service provider is required to carry out all appropriate ancillary operations, even if they are not expressly mentioned in the specifications by the contracting authority, but which are logically necessary for carrying out the activities provided for in the specifications, such as (the list is illustrative and by no means exhaustive): unlocking/locking offices, removing/placing household waste bags in waste bins, transporting waste containers from their storage location to the gate/handover point for the operator that collects the waste, etc. Number of days before the deadline for submission of tenders by which clarifications may be requested: 15 days. The contracting authority will respond clearly and completely to all requests for clarification on the 11th day before the deadline set for the submission of tenders. The provisions of Art. 160 of Law No. 98/2016, as subsequently amended and supplemented, and Art. 27 of the Annex to Government Decision No. 395/2016, as subsequently amended and supplemented, shall be observed.
