Romania – Cleaning services – Framework agreement – 24 months of cleaning and selective waste collection services (including related materials)

Opportunity description

The contracting authority – the State Inspectorate for Construction – ISC wishes to procure cleaning and selective waste collection services (including cleaning products, as well as the preparation of the plan of measures regarding selective collection) for a period of 24 months – CPV code: 90910000-9 – Cleaning services; 90911300-9 – Window-cleaning services; 90500000-2 – Refuse and waste related services. The objective of this documentation is to maintain the premises of the State Inspectorate for Construction and of the County Inspectorates for Construction in good operating condition, through the provision of cleaning and sanitation services for the spaces in which their own staff carry out their activities. Deadline by which clarifications regarding the procurement documentation may be requested: 20 days before the deadline for submission of tenders. The contracting authority will respond clearly and completely to requests for clarification/additional information related to the procurement documentation by the 11th day before the deadline established for the submission of tenders in the contract notice. The objective of this documentation is to maintain the premises of the State Inspectorate for Construction and of the County Inspectorates for Construction in good operating condition, by ensuring cleaning and selective waste collection services (including related materials) in which their own staff carry out their activities. The maximum estimated value of the framework agreement is 7.949.653,42 lei, excluding VAT, for a maximum area of 30.588,41 sqm (including all I.S.C. premises – central apparatus and I.J.C.s and selective waste collection), over a period of 24 months and for semiannual cleaning services, as follows: 1. Related costs for a maximum area of 30.588,41 sqm, over a period of 24 months during which the service is performed (including selective waste collection), as follows: (30.588,41 sqm x 10,5 lei/sqm/month) x 24 months = 7.708.279,32 lei excluding VAT 2. Semiannual cleaning services (large glazed surfaces, where industrial climbers are required), calculated for a maximum area of 10.971,55 sqm, as follows: 10.971,55 sqm x 5,50 lei/sqm excluding VAT x 4 semesters = 241.374,10 lei excluding VAT The minimum estimated value of the procurement for 24 months amounts to 6.490.585,16 lei, excluding VAT. (including all I.S.C. premises – central apparatus and I.J.C.s and selective waste collection), over a period of 24 months and for semiannual cleaning services. 1. Related costs for a minimum area of 25.032,08 sqm and over a period of 24 months during which the service is performed (including selective waste collection), as follows: (25.032,08 sqm x 10,5 lei/sqm/month) x 24 months = 6.308.084,16 excluding VAT 2. Semiannual cleaning services (large glazed surfaces, where industrial climbers are required), calculated for a minimum area of 8.295,50 sqm, as follows: 8.295,50 sqm x 5,50 lei/sqm excluding VAT x 4 semesters = 182.501,00 lei excluding VAT The value of the largest subsequent contract for cleaning and selective waste collection (including related materials), for a period of 12 months, amounts to 3.974.826,71 lei excluding VAT and comprises: a) Related costs for a maximum area of 30.588,41 sqm (Annex No. 1 to the tender specifications), as follows: (30.588,41 sqm x 10,5 lei/sqm/month) x 12 months = 3.854.139,66 lei excluding VAT. b) Semiannual cleaning services (large glazed surfaces, where industrial climbers are required), calculated for a maximum area of 10.971,55 sqm, as follows: 10.971,55 sqm x 5,50 lei/sqm excluding VAT x 2 semesters = 120.687,05 lei excluding VAT The value of the smallest subsequent contract for cleaning and selective waste collection (including related materials), for a period of one month, amounts to 262.836,84 lei excluding VAT and comprises: Related costs for a minimum area of 25.032,08 sqm (Annex No. 1 to the tender specifications), as follows: 25.032,08 sqm x 10,5 lei/sqm/month=262.836,84 lei excluding VAT. The minimum and maximum areas that the contracting authority initially establishes in the procurement documentation and, subsequently, in the framework agreement, represent estimates that could be requested throughout the entire framework agreement, and not the exact areas/values, which may be lower than, equal to, or higher than those estimated, depending on the contracting authority's actual needs.
