Opportunity description

Cleaning and sanitation services for the interior and exterior spaces (including the interior courtyards) of the buildings managed by AEUB – Arts and Urban Events Bucharest, for the purpose of carrying out the institution's current activities, cultural, artistic and educational activities, and public events organized by it. The procurement is structured into 3 (three) lots corresponding to the managed buildings/groups of buildings: LOT 1 – the buildings at 84-90 Lipscani Street (AEUB headquarters, Han Gabroveni) and 5 Mircea Vodă Boulevard (Casa Eliad), Sector 3, Bucharest; LOT 2 – the building at 7 Alexandru Lahovari Square, Sector 1, Bucharest; LOT 3 – the building at 11 Decebal Boulevard, Block S14, Sector 3, Bucharest. Duration of each contract: 3 months (01.10.2026 – 31.12.2026), with the possibility of extension, by addendum, for 4 months (01.01.2027 – 30.04.2027), pursuant to Art. 165 of the Annex to Government Decision No. 395/2016, subject to the availability of financial resources allocated for this purpose. Deadline for responding to requests for clarification: the contracting authority will respond on the 11th day before the deadline for submission of tenders. Number of days before the deadline for submission of tenders by which clarifications may be requested: 18. The requirement for cleaning services and the duration of the provision of the services specified in the tender specifications for each of the 3 lots of this procedure (Lot 1 – Lipscani/Mircea Vodă, Lot 2 – Lahovari, Lot 3 – Decebal) may vary during the performance of the contract(s), depending on the needs identified at the Purchaser level for each individual lot. During the performance of the contract(s), the duration of service provision and staffing may vary, consisting of a reduction and/or increase in the number of personnel and a reduction and/or increase in the number of days, applicable separately to each of the 3 lots, in compliance with the prices tendered by the Service Provider in the financial proposal for the respective lot; such changes will be handled on a case-by-case basis and in compliance with the provisions of Art. 221 of Law No. 98/2016. Pursuant to Art. 221 of Law No. 98/2016, the Purchaser reserves the right to modify the quantities of services during the performance of the contract(s) by up to a maximum of 20%, a percentage applicable separately to each of the 3 lots (Lot 1, Lot 2 and Lot 3), calculated with reference to the value/quantity corresponding to the respective lot, depending on legislative amendments, changes to the organizational structure of the contracting authority, and cultural projects that may be organized by the contracting authority in the spaces described in the Tender Specifications for each individual building/lot, circumstances that could not have been taken into account when the award procedure was initiated. Thus, on the basis of the review clause, the requirement underlying the award may be modified during the performance of the contract(s) by increasing or decreasing the quantity of services purchased for one, several or all 3 lots, independently of one another, with the value of the modification for each lot to be determined based on the prices tendered in the financial proposal submitted for the respective lot. The low-value modification provided for by Art. 221 para. (1) letter f) of Law No. 98/2016 shall be handled and calculated separately from the modification based on Art. 221 para. (1) letter a) of Law No. 98/2016, applying separately to each of the 3 lots. Cleaning and sanitation services for the interior and exterior spaces of the buildings at 84-90 Lipscani Street (AEUB headquarters, 4,336 sqm, of which 280 sqm is exterior) and 5 Mircea Vodă Boulevard – Casa Eliad (900 sqm), Sector 3, Bucharest, including the interior courtyard and outdoor amphitheater belonging to Casa Eliad. The services shall be provided according to the daily/weekly/monthly/quarterly work plan detailed in the tender specifications (Chapter III), for hallways, offices, performance halls, exhibition halls, conference rooms and sanitary facilities. Cleaning and sanitation services for the building at 7 Alexandru Lahovari Square, Sector 1, Bucharest (9 sanitary facilities, interior courtyard with green space and paving), which accommodates both administrative activities (TESA offices) and educational activities in the form of art courses (photography, graphic arts, painting, singing, choreography, fashion design, musical instruments), as well as a performance hall. The services shall be provided daily, Monday-Sunday, according to the work plan detailed in the tender specifications (Chapter IV), with operations specific to each type of space and discipline. Cleaning and sanitation services for the building at 11 Decebal Boulevard, Block S14, Sector 3, Bucharest (1,850 sqm, 15 sanitary facilities, 22 office spaces, exhibition spaces), used both for the institution's current activities and for the "Children's Museum" exhibition project (30.05–23.12.2026) and related activities. The services include daily cleaning and 2 general (periodic) cleaning operations during the contract, in accordance with Chapter V of the tender specifications.
