Opportunity description

The subject of this procurement involves the design and technical assistance, procurement of equipment and execution of works for the investment objective: “Installation of new equipment for producing useful thermal energy in cogeneration (CHP) at CET I Iași”, detailed in the sections containing the general and specific technical specifications of the tender specifications. The thermal and electrical energy production installation targeted by this project will constitute a flexible, high-efficiency cogeneration energy production source using renewable energy resources for the centralized thermal energy supply system (SACET) of the Municipality of Iași. The implementation of this investment objective is intended to modernize the SACET belonging to the Municipality of Iași, in order to increase energy efficiency and comply with environmental regulations, with the aim of ensuring continuity and improving the quality of the public thermal energy supply service for connected urban consumers. Through the implementation of this project, SACET Iași will once again become an efficient system, in accordance with the provisions of the Energy Efficiency Directive starting in 2028. The new source will be developed within the CET I Iași premises and will be connected to the existing technological installations within the CET I Iași premises, and will include the installation of a configuration of 3,5, 6,7,8 or 9 identical natural-gas thermal engines, H2-READY, totaling at least 21.12 MWt (MT CHP) and at least 20.1 MWe. The main installations and equipment associated with the new cogeneration source are: a heat accumulator with the related pumping systems, a degassing system, an electrical substation, connections to the necessary utility installations, together with all necessary auxiliaries. The guaranteed efficiency of the installation as a whole will be at least 88%. The deadline by which the Contracting Authority will respond clearly and completely to all requests for clarification: 11 days before the deadline established for the submission of tenders in the contract notice. The number of days before the deadline for submission of tenders/applications by which clarifications may be requested is 18 days. The subject of this procurement involves the Design, technical assistance, procurement of equipment and execution of works for the investment objective: “Installation of new equipment for producing useful thermal energy in cogeneration (CHP) at CET I Iași”, detailed in the sections containing the general and specific technical specifications of the tender specifications. The procurement consists of: A. Design and technical assistance a) preparation of the technical documentation required to obtain all endorsements, agreements and authorizations necessary for the implementation and operation of the investment objective, mentioned in the Urban Planning Certificate, in accordance with the legislation in force in Romania; b) preparation of the technical design (including the documentation for obtaining the building permit) and execution details; c) technical assistance provided by specialist designers in the fields involved in implementing the investment, throughout the execution of the works and acceptance phases; d) delivery of the as-built documentation and the Technical Book of the construction. The documentation will be prepared on the basis of the Feasibility Study drawn up in accordance with the provisions of Government Decision no. 907/2016, as subsequently amended and supplemented, the national standards and technical regulations in the field, the technical-economic indicators and the General Cost Estimate for the objective: “Installation of new equipment for producing useful thermal energy in cogeneration (CHP) at CET I Iași” - documentation and documents approved by Local Council Decision (H.C.L.) no.127/10.04.2024, amended by H.C.L. no. 46/28.02.2025, amended by H.C.L. no. 254 / 02.07.2026. B. Execution a) manufacture and delivery of technological equipment and machinery (procurement); b) execution of the works: - construction works and the related installations, including making the utility connections (natural gas, electricity, drinking water, sewerage); - installation works for technological equipment and machinery, including making the technological connections (electricity, natural gas, treated water, district heating water, sewerage); c) carrying out technological tests and trials; d) training the operator’s operating personnel; e) commissioning the investment objective, including demonstration of the guaranteed performance; f) remedying any defects arising during the warranty period.
