The subject of this procurement involves the Design and technical assistance, procurement of equipment and execution of works for the investment project: “CONVERSION OF CET II HOLBOCA FROM HARD COAL TO NATURAL GAS BY INSTALLING NEW H2 READY COGENERATION UNITS (CHP)”. The thermal and electrical energy production facility covered by this project will constitute a flexible, high-efficiency cogeneration energy production source using renewable energy resources for the centralized district heating system (S.A.C.E.T.) of the Municipality of Iași. The implementation of this investment project aims to modernize the S.A.C.E.T. belonging to the Municipality of Iași, to increase energy efficiency and comply with environmental regulations, in order to ensure continuity and improve the quality of the public thermal energy supply service for connected urban consumers. Through the implementation of this project, S.A.C.E.T. Iași will once again become an efficient system, in accordance with the provisions of the Energy Efficiency Directive starting in 2028. The new source will be developed on the premises of CET II Iași – Holboca and will be connected to the existing technological installations on its premises. The nominal thermal capacity of the new high-efficiency cogeneration source, in a flexible configuration operating on natural gas that allows the use of green hydrogen, will be at least 28.16 MWt and at least 26.8 MWe, respectively, and will include, as its main equipment, a configuration of 4, 6, 7, 8, 9, 10, 11 or 12 natural gas-fired thermal engines. Each thermal engine will have a thermal capacity between 2.34 and 7.04 MWt and an electrical capacity between 2.23 and 6.70 MWe. The guaranteed efficiency of the installation as a whole will be at least 88%. The deadline by which the Contracting Authority will respond clearly and completely to all requests for clarification: 11 days before the deadline established for the submission of tenders in the contract notice. The number of days before the deadline for the submission of tenders/applications by which clarifications may be requested is 18 days. The subject of this procurement involves the Design and technical assistance, procurement of equipment and execution of works for the investment project: “CONVERSION OF CET II HOLBOCA FROM HARD COAL TO NATURAL GAS BY INSTALLING NEW H2 READY COGENERATION UNITS (CHP)” A. Design and technical assistance a) preparation of the technical documentation for obtaining all endorsements, agreements and authorizations necessary for the implementation and operation of the investment project, mentioned in the Urban Planning Certificate, in accordance with the legislation in force in Romania; b) preparation of the technical design (including the documentation for obtaining the building permit) and execution details; c) technical assistance provided by specialized designers in the fields involved in the implementation of the investment, throughout the execution of the works and acceptance phases; d) delivery of the as-built documentation and the Construction Technical Book. The documentation will be prepared based on the Feasibility Study drawn up in accordance with the provisions of Government Decision no. 907/2016, as subsequently amended and supplemented, the national standards and technical regulations in the field, the technical-economic indicators and the General Cost Estimate for the project: “CONVERSION OF CET II HOLBOCA FROM HARD COAL TO NATURAL GAS BY INSTALLING NEW H2 READY COGENERATION UNITS (CHP)”—documentation and documents that were approved by Local Council Decision (H.C.L.) 288/30.08.2024. B. Execution a) manufacture and delivery of technological equipment and machinery (procurement); b) execution of the works: - construction works and related installations, including connections to utilities (natural gas, electricity, drinking water, sewerage); - installation works for technological equipment and machinery, including technological connections (electricity, natural gas, treated water, district heating water, sewerage); c) carrying out technological tests and trials; d) training the operator’s operating personnel; e) commissioning the investment project, including demonstrating the guaranteed performance; f) remedying any defects occurring during the warranty period. The duration of the contract is 26 months, of which 4 months for design and 22 months for execution of the works. Procedure: open. Estimated value: 203,240,966.65 RON.
