II.1.4) Brief description of the framework agreement or procurement(s) The provision of development, expansion and maintenance services for APIA’s information system for managing payment applications is requested, with a view to carrying out the specific activities it performs in the management of European and national funds intended to support agriculture, through the conclusion of a framework agreement. The development services will be provided at the request of the contracting authority, depending on legislative amendments, as well as on the application development needs identified in accordance with the business requirements identified in the processing of payment applications, established on the basis of requests from APIA’s specialist directorates, and in accordance with the requirements of the procurement specifications. The subject matter of this procurement and of the Framework Agreement to be awarded comprises, as indicated in the procurement specifications, two main categories of services, as follows: A. Services for developing new functionalities/modules and updating APIA’s existing information system, B. Call Center, database administration, application server administration and maintenance services. The specific features and technical requirements of each category of services are set out in detail in the procurement specifications. On the basis of the framework agreement, subsequent contracts will be awarded that will constitute the legal basis for payment, depending on the contracting authority’s needs. The subsequent contracts will be concluded in compliance with the unit rates for each individual category of services provided for in the framework agreement and within the allocated budgetary funds. The unit rates provided for in the framework agreement, updated where applicable, will govern all subsequent contracts to be awarded during the implementation of the framework agreement. Under these conditions, the Framework Agreement will be governed by specific unit rates for each category of services (unit rates/person-day for development services and monthly unit rates for support and maintenance services, respectively), unit rates that will form the basis for the award of all subsequent contracts to be concluded during the implementation of the framework agreement. The framework agreement will be concluded with a single economic operator. Estimated timetable for applying the framework agreement award procedure: It is estimated that the Framework Agreement will apply during the period: August 2026–August 2030. It is estimated that between 7 and 9 subsequent contracts will be awarded over the course of one year, depending on APIA’s needs, whenever such a need arises. It is estimated that over the 4 years of the framework agreement, there will be several subsequent contracts of maximum value that may be performed in parallel, as well as a series of subsequent contracts of lower value. The detailed description of the services requested to be performed, as well as the technical requirements for the services, are presented in the procurement specifications. Economic operators may request clarifications 18 days before the deadline for submission of tenders. The contracting authority will prepare and post in SICAP the response to all requests for clarification submitted within the above deadline, on the 11th day before the deadline for submission of tenders. The estimated maximum and minimum quantities expected to be provided during the term of the framework agreement and during the largest subsequent contract are set out in Annex 1 to the procurement specifications – Estimated minimum and maximum quantities. Thus: 1. The maximum and minimum quantities of services estimated to be provided during the term of the framework agreement: A1. The estimated maximum and minimum quantity of services to be purchased throughout the term of the framework agreement for the category of Services for developing new functionalities/modules and updating APIA’s existing information system is set out in Annex 1 to the procurement specifications – Estimated minimum and maximum quantities – sub-item 1.2. B1. The estimated maximum and minimum quantity of services to be purchased throughout the term of the framework agreement for the category of Call Center, database administration, application server administration and maintenance services is set out in Annex 1 to the procurement specifications – Estimated minimum and maximum quantities – sub-item 1.1. 2. The maximum and minimum quantities of services estimated to be provided during the term of the largest subsequent contract: A2. The estimated maximum and minimum quantity of services to be purchased during a subsequent contract for the category of Services for developing new functionalities/modules and updating APIA’s existing information system is set out in Annex 1 to the procurement specifications – Estimated minimum and maximum quantities – sub-item 2.2. B2. The estimated maximum and minimum quantity of services to be purchased during a subsequent contract for the category of Call Center, database administration, application server administration and maintenance services is set out in Annex 1 to the procurement specifications – Estimated minimum and maximum quantities – sub-item 2.1. i. The estimated maximum value of the framework agreement, which was calculated on the basis of the maximum quantities of services that could be requested throughout the entire framework agreement for both categories of services, in accordance with Annex 1 to the procurement specifications, is 125.870.554,00 lei excluding VAT. ii. The estimated minimum value of the framework agreement, which was calculated on the basis of the minimum quantities of services that could be requested throughout the entire framework agreement for both categories of services, in accordance with Annex 1 to the procurement specifications, is 643.807,00 lei excluding VAT. iii. The estimated maximum value of the largest subsequent contract, which was calculated on the basis of the maximum quantities of services that could be requested during the largest subsequent contract for both categories of services, in accordance with Annex 1 to the procurement specifications, is 32.196.234,50 lei, excluding VAT, and consists of: • The amount of 24.831.866,50 lei, excluding VAT, for the category of – Services for developing new functionalities/modules and updating APIA’s existing information system, • The amount of 7.364.368,00 lei, excluding VAT, for the category of – Call Center, database administration, application server administration and maintenance services. iv. The estimated minimum value of a subsequent contract, which was calculated on the basis of the minimum quantities of services that could be requested during a subsequent contract for both categories of services, in accordance with Annex 1 to the procurement specifications, is 643.807,00 lei excluding VAT, and consists of: • The amount of 155.561,00 lei, excluding VAT, for the category of – Services for developing new functionalities/modules and updating APIA’s existing information system, • The amount of 488.246,00 lei, excluding VAT, for the category of – Call Center, database administration, application server administration and maintenance services: The value according to which the financial tenders will be evaluated is the total tendered value, in lei excluding VAT, for the maximum quantities of services to be provided during the term of the framework agreement.
