Opportunity description

The subject matter of the contract is the supply of a set of software and hardware components within the project “HARNESSING THE ADVANTAGES OF DIGITALIZATION FOR THE BENEFIT OF THE CITIZENS OF SECTOR 2”. Under the contract, the economic operator will carry out the following activities: 1. Design services The contractor will provide design services that will include the preparation of the technical design and execution details, the performance of site studies and definition of technical solutions, the sizing of the equipment and related infrastructure, as well as the preparation of the documentation necessary for implementing the project in accordance with the Tender Specifications. 2. Supply and installation of equipment The contractor/supplier will ensure the supply of the equipment necessary for implementing the system, including CCTV equipment, storage equipment and network equipment, as well as their installation and configuration at the locations established by the contracting authority, the creation of the communications infrastructure and the integration of the hardware components into a unified system in accordance with the Tender Specifications. 3. Software platform (PMDI) development and implementation services The contractor will ensure the installation, configuration and implementation of the integrated management and dispatching platform (PMDI), including the development and customization of the necessary functionalities, integration with the contracting authority’s existing or future systems, as well as the provision of monitoring, analysis, alerting and reporting functionalities in accordance with the Tender Specifications. 4. Cybersecurity and data protection services The contractor will ensure the implementation of the cybersecurity measures necessary to protect the infrastructure and the managed data, including the configuration of access control and audit mechanisms, the protection of communications and compliance with the legal requirements regarding information security and data protection in accordance with the Tender Specifications. 5. Testing, commissioning and acceptance services The contractor/supplier will ensure the functional testing of the implemented system, the performance of operational tests, the rectification of any identified non-conformities, as well as the commissioning of the system and the support necessary in the acceptance process in accordance with the Tender Specifications. 6. Personnel training services The contractor will ensure the training of the personnel designated by the contracting authority for the use and operation of the system, including the preparation of training materials and the provision of the support necessary for the effective use of the implemented solution in accordance with the Tender Specifications. 7. Maintenance and technical support services The contractor will ensure maintenance and technical support services during the contractual period, including interventions to remedy malfunctions, updates to the software components, as well as measures necessary to ensure the continuity of the system’s operation in accordance with the Tender Specifications. The estimated duration of the contract is 13 months from the date of issuance of the commencement order, structured as follows: • a maximum of 4 months for carrying out the analysis, design and preparation of the technical documentation related to the project; • a maximum of 9 months for the supply, implementation, installation, configuration, integration, testing and commissioning of the hardware and software solutions provided for in the Tender Specifications. The duration of the contract was established taking into account the technical complexity of the project, the need for the phased integration of the PMDI components and the video surveillance system, as well as the testing, acceptance and operationalization activities necessary to ensure the proper functioning of the entire implemented digital ecosystem. Annex no. 1 to the Tender Specifications sets out the quantities corresponding to the requested services. The detailed final cost estimate, showing the quantities resulting from the Technical Design, will be prepared and submitted after its preparation and approval. Procedure: open.
