The Ministry of Internal Affairs, through the “Nicolae Iorga” Inspectorate for Emergency Situations of Botoșani County, in its capacity as Contracting Authority, is the beneficiary of a financing contract for the investment objective entitled “Construction of the Săveni Firefighters Subunit within the ‘Nicolae Iorga’ Inspectorate for Emergency Situations of Botoșani County”, financed through the Sustainable Development Programme 2021–2027 (PDD). In accordance with the provisions of Chapter III, Section 1 – Obligations and liabilities of investors, Article 22(d) of Law No. 10/1995, investors are required to “ensure verification of the correct execution of construction works by specialist site managers or specialized consulting economic operators throughout the works”. Thus, for the successful implementation of the aforementioned investment objective within the contracted period, in conjunction with the need to ensure the correct verification of all related works, the Contracting Authority is procuring the technical assistance service – site management provided by specialized technical personnel authorized in accordance with the provisions of Order No. 1496/2011 of the Minister of Regional Development and Tourism. The service aims to ensure, throughout the implementation period of the investment, the supervision, verification, control, and monitoring of the execution of the works in terms of quality, cost, time, and safety, through a team consisting of: ● one coordinator responsible for the site managers; ● one site manager authorized in fields 2.2 – Civil, industrial, and agricultural constructions (importance category C) and 3.3 – Roads, bridges, tunnels, aviation runways, cable transport – of local interest; ● site managers authorized in fields 8.1 – Electrical installations, 8.2 – Sanitary and heating and ventilation installations, and 8.3 – Natural gas installations. Site management may be provided either by an authorized natural person or by a commercial company whose business activity includes construction consultancy services – site management. The requested activities will be contracted to a single economic operator. Given the particular importance of the stated investment objective, for the performance of all activities and its successful implementation, it is very important that, from the outset, the Tenderer understand in detail all the particular features of the investment objective in the context described in the tender specifications, the documentation attached thereto, and its own conclusions. Through the site management services, the execution of all works related to the investment objective entitled “Construction of the Săveni Firefighters Subunit within the ‘Nicolae Iorga’ Inspectorate for Emergency Situations of Botoșani County” will be supervised, verified, controlled, and monitored in terms of quality, time, cost, and safety parameters, in compliance with the multitude of legal provisions, regulations, and technical requirements applicable to all construction and installation works within the investment objective. The deadline by which the Contracting Authority will respond clearly and completely to all requests for clarification/additional information: On the 15th day before the deadline for submission of tenders. Requests for clarification concerning the procurement documentation shall be submitted only through SEAP (https://e-licitatie.ro), by accessing the dedicated “Questions” section in the details of the ongoing procurement procedure. In order to comply with the principle of equal treatment, interested economic operators shall comply with the provisions of ANAP Notification No. 247 concerning the method for submitting requests for clarification and additional information to the Contracting Authority.
