Opportunity description

The University of Oradea signed the financing contract for the project “Modernization of teaching spaces at the University of Oradea – Building C”, Call code PRNV/2023/623/1, Contract no. 459/24.12.2025, SMIS Code 305032. Thus, it is necessary to carry out the public procurement having as its subject Consulting and supervision services and technical assistance services from the designer for the objective “Modernization of teaching spaces at the University of Oradea – Building C” The infrastructure covered by the project Building C – wing C7 – Campus A (heritage building) - does not meet all the building performance requirements imposed by the legislation in force - Law 10 - Quality in Construction: safety in use – also addressing persons with disabilities, hygiene and environmental protection, thermal insulation and energy saving (however, as heritage buildings, they are treated as such), durability and sustainability, nor the European quality standards for teaching and research - innovation activities. At present, the targeted building (Building C – wing C 7 - Campus A) is vulnerable to the action of water, with infiltrations in the roof covering area and in its basement, the roof coverings being partially degraded, while there are also no watertight sidewalks, waterproofing elements at their lower part, or an efficient rainwater collection network. From the standpoint of seismic vulnerability, the building covered by the project does not comply in terms of design with standard CR6/2013 and standard P 100/2006/2013/2019, being made of unreinforced load-bearing masonry, without earthquake-resistant design, dating from 1913, such that it cannot be classified in Seismic Risk Class Rs IV, which includes buildings for which the expected seismic response is similar to that obtained for buildings designed on the basis of the regulations in force. According to the Technical Design, the building is classified in Seismic Risk Class Rs III, which includes buildings that, under the effect of the design earthquake, may exhibit structural damage that does not significantly affect structural safety, but for which non-structural damage may be significant. The following are required for the targeted building: rehabilitation and modification of the roof, sealing the structure against water infiltration from the roof area and the basement area; thermal insulation of the top floor slab; modernization of the electrical installation as well as the safety lighting circuit; modernization of the heating installation; restoration of the building’s exterior finishes and, in some places, the interior finishes, as these are degraded/outdated and physically worn; replacement of the existing joinery with new wooden joinery suitable for heritage buildings, respecting its original design, with additional thermal insulation; making the building accessible to persons with disabilities by equipping it with a lifting platform and fitting out a sanitary facility for persons with mobility impairments. This documentation establishes the contracting conditions for: - Lot 1 – Technical assistance services from the designer in accordance with the separate specifications during the period of execution of the works, pursuant to the provisions of Law no. l0/1995 on quality in construction, republished, with subsequent amendments and additions - Lot 2 – Related Consulting and Supervision services with a view to properly monitoring the Contractor’s compliance with the provisions of Government Decision no. 1/2018 approving the general and specific conditions for certain categories of procurement contracts relating to investment objectives financed from public funds.
