Opportunity description

The subject matter of this contract consists of works supervision services and project management consulting services during the implementation of the project “Rehabilitation of the Pod Roș – Anastasie Panu tram lines”. The project “Rehabilitation of the Pod Roș – Anastasie Panu tram lines” consists of 2 components: - Component 1 - “Rehabilitation of the Pod Roș – Anastasie Panu tram lines”, and - Component 2 - “Extension of the Pod Roș – Anastasie Panu tram track”. Under Component 1 - “Rehabilitation of the Pod Roș – Anastasie Panu tram lines”, the rehabilitation of the infrastructure and superstructure of the tram track is proposed on the section between Pod Roș and Anastasie Panu Street up to the intersection with Sfântul Lazăr Street. Under Component 2 - “Extension of the Pod Roș – Anastasie Panu tram track”, the extension of the tram line from Podu Roș is proposed on the section between the intersection of Palat Street with Sfântul Lazăr Street and the intersection of Sfântul Lazăr Street with Anastasie Panu Street, respectively. The general objective of the project is to reduce carbon emissions in county-seat municipalities through investments based on urban mobility plans. The main objectives are the rehabilitation of the infrastructure and superstructure of the tram track on the section between Pod Roș and Anastasie Panu Street up to the intersection with Sfântul Lazăr Street and the extension of the infrastructure and superstructure of the tram track on the section between Pod Roș - Sfântul Lazăr Street at the intersection with Anastasie Panu Street in the Municipality of Iași. As a result of coordinating the two objectives, the following is proposed: - rehabilitation of the infrastructure and superstructure of the tram track on the section between Podu Roș and Anastasie Panu Street - in the Municipality of Iași by converting Anastasie Panu Street (from the intersection with Sf. Lazăr Street) and Palat Street into a one-way street descending toward Podu Roș, which will include a dedicated descending lane for buses and trams; - relocation to the curb of the track corresponding to the tram’s descending direction, Anastasie Panu Street – Palat Street – Podu Roș; - the track corresponding to the ascending direction will follow the route Podu Roș – Sf. Lazăr Street – Sf. Vineri pedestrian passage (intersection of Sf. Lazăr Street with Anastasie Panu Street), - removal of the track from Piața Palat Street and conversion of it into a pedestrian area; - construction of a single track on Sfântul Lazăr Street, positioned on the left side of the street, next to the curb. Performance period: 32 months, the implementation period from the date of its signing. In justified cases involving extensions of the subject matter of the contract, the Beneficiary will draw up an addendum to the Contract, without any increase in the allocated budget. The duration of the contract may be extended, in justified cases, by addendum, without exceeding the expenditure eligibility period established by the North-East Regional Programme 2021-2027. The contract is financed through the North-East Regional Programme 2021–2027, Priority 4 – “A region with more sustainable urban mobility”, and is subject to the reporting and visibility requirements specific to ERDF funds and the DNSH principle (“Do No Significant Harm”). Any interested economic operator has the right to request clarifications or additional information concerning the procurement documentation, subject to compliance with the deadline established by the contracting entity. Number of days before the deadline for submission of tenders by which economic operators may request clarifications concerning the procurement documentation: 21 days. The contracting authority will respond only to requests for clarification submitted by economic operators by the established deadline, namely 14 days before the deadline for submission of tenders. The contracting authority establishes a single deadline by which it will respond to all requests for clarifications/additional information.
