Opportunity description

The CA is implementing 2 projects for the rehabilitation and equipping of two kindergartens within the educational infrastructure of Hunedoara Municipality _by lots: LOT 1 – “Rehabilitation, modernization and equipping of the Licurici Extended-Hours Kindergarten Hunedoara”, based on financing contract no. 445/21.05.2026, concluded with the RDA of the West Region, in its capacity as MA West RP. LOT 2– “Rehabilitation, modernization and equipping of Normal-Hours Kindergarten No. 1, Hunedoara”, based on financing contract no. 446/21.05.2026, concluded with the AADR of the West Region, in its capacity as MA West RP. In this regard, the CA wishes to contract a Contractor specialized in carrying out works for the rehabilitation and energy efficiency improvement of public buildings and family residential buildings, which possesses the technical capacity to implement and achieve the results and objectives undertaken through the financing contract, for each lot. For the execution of the works, the following are made available to tenderers through the procurement documentation: for LOT 1. - Technical Design no. 1 4 /2024 prepared by SC KEOPS URBAN CONCEPT SRL. - Building Permit no. 128 of 04.09.2024. The investment provided for under the project “Rehabilitation, modernization and equipping of the Licurici Extended-Hours Kindergarten Hunedoara” will be carried out at the Licurici Kindergarten located in Hunedoara Municipality, at 1A Ștefan cel Mare Street. The land and building are owned by the ATU Hunedoara Municipality, with administration rights for a period of 49 years in favor of Extended-Hours Kindergarten No. 1, Hunedoara, as a unit with legal personality of which the Licurici Extended-Hours Kindergarten is part, according to Land Book Extract no. 69645 Hunedoara, cadastral no. 69645, having a land area of 2400 sqm, category of use: yards and buildings. On this land is the “Licurici” Extended-Hours Kindergarten building, recorded in the Land Book under cadastral no. 69645 – C1, with a built area of 417.0 sqm, height regime: partial technical basement, ground floor and two floors, with a total developed built area of 1221.0 sqm. The purpose of the land and building is that of an educational establishment for the education and instruction of children between 3 and 6 years of age, with an extended-hours and normal-hours program. for LOT 2. - Technical Design no. 15 /2024 prepared by SC KEOPS URBAN CONCEPT SRL. - Building Permit no. 18 of 12.02.2026. The investment provided for under the project “Rehabilitation, modernization and equipping of Normal-Hours Kindergarten No. 1, Hunedoara” will be carried out at Normal-Hours Kindergarten No. 1 located in Hunedoara at 1 Rândunicii Street. The land and building are owned by the ATU Municipality of Hunedoara, with administration rights for a period of 49 years in favor of the “Dumbrava Minunată” Extended-Hours Kindergarten Hunedoara, as a unit with legal personality of which Normal-Hours Kindergarten No. 1 is part, according to Land Book Extract no. 71474-C1-U2 Hunedoara, cadastral no. 71474-C1-U2, with a built area of 1,112 sqm, being public domain being public domain, category of use: yards and buildings. The land has a total area of 2504.0 sqm, of which an area of 1324.0 sqm pertains to Normal-Hours Kindergarten No. 1 and is registered in Land Book no. 71475 Hunedoara, cadastral no. 71475. Building C1, including the perimeter pavement and the land beneath them, is registered in Land Book no. 71474 Hunedoara, with a total area of 1180.0 sqm. In accordance with the provisions of Article 160(1) of Law 98/2016, as subsequently amended and supplemented, the deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information in connection with the procurement documents is 20 days before the deadline for submission of tenders. In accordance with the provisions of Article 160(2) of Law no. 98/2016, as subsequently amended and supplemented, the Contracting Authority establishes that the deadline within which it will respond to all requests for clarification/additional information is the 10th day before the deadline for submission of tenders. GENERAL DESCRIPTION OF THE WORKS A. THERMAL REHABILITATION WORKS ON THE BUILDING ENVELOPE ELEMENTS The main intervention works/activities related to the core activity are presented below: 1) Thermal rehabilitation works on the building envelope elements: 2) Thermal rehabilitation works on the heating system and the domestic hot-water supply system; 3) Installation of alternative systems for producing electricity and/or thermal energy for own consumption 4) Installation works for air-conditioning and mechanical ventilation systems to ensure indoor air quality 5) Rehabilitation/modernization works on the electrical installation 6) Integrated building management works leading to achievement of the project objectives 7) Related measures to comply with the fundamental requirements regarding quality in construction (Fire safety, hygiene, health and the environment, safety and accessibility in use, protection against noise, sustainable use of natural resources) – Rehabilitation and modernization works on educational spaces. Works are proposed for dismantling the external metal staircase that presents a danger regarding safety in use and dismantling the outward-opening door of the single-flight staircase in order to comply with Standard P118/1996, Article 4.2.107; - other specific works in the category of works required to obtain the ISU approval or works related to the fundamental fire-safety requirements pursuant to Law no. 10/1995 on quality in construction, republished (fire detection, signaling and warning installations, fire containment and extinguishing installations, modernization works on the lightning-protection installation); - replacement works for interior joinery (access doors and windows); - proposed works concerning architecture/equipment/interior arrangements, interior partitioning; - floors made of insulating materials will be provided in the group rooms; - repair of façade construction elements that present a potential danger of detachment and/or affect the building's functionality; - repair of the pitched roof, replacement of the existing gutters and downpipes; - dismantling installations and equipment mounted visibly on the façades and reinstalling them after completion of the intervention works; - repair of protective pavements in order to eliminate infiltration into the building infrastructure; - repair/replacement of the cold-water distribution installation and/or domestic and stormwater sewer collectors; - creation of facilities/adaptation of infrastructure for persons with disabilities (access ramps) and other additional sustainable-development measures; - interior repartitioning works; - basement repairs and installations crossing at floor-slab level; - restoration and modernization of sanitary installations; - addition of sanitary facilities, in accordance with the provisions of supplemented Order no. 119/2014 regarding the Hygiene and Public Health Standards and Order 1456/2020 regarding approval of the Hygiene Standards for establishments for the care, education and instruction of children and young people; - repair/replacement works on interior and exterior finishes: plaster repairs where necessary, on the reveals of exterior windows and doors after thermal insulation is installed, interior skim coats and painting, wall tiling where applicable, finishing of the exterior access steps, etc.; - replacement of flooring after installation of underfloor heating; - restoration of exterior finishes; - ensuring access for persons with disabilities; - arrangement of spaces in compliance with fire-safety requirements. B) EXTERIOR WORKS Proposed works regarding exterior arrangements (landscape and functional redevelopment of the inner courtyard, placement of play and rest furniture, studying the possibility of creating a green relaxation area with tree and shrub plantings); - arrangement of parking spaces – a maximum of 6 spaces, so as not to affect the area required for the children's playground, pursuant to Order 1456/2020; - restoration and repair of the enclosure; - restoration of the stormwater collection system serving the inner courtyard, including placement of collection inlets; - removal from the inner courtyard of stormwater from the roof by connecting the gutters and downpipes to the proposed underground stormwater collection system; - provision of utilities for the proper operation of the building. The period for execution of the works is 20 months. The minimum duration of the contract (including the works warranty) is 56 months and includes all stages necessary to complete the investment objective up to final acceptance of the works, respectively: 20 months execution + 36 months, the minimum warranty period. Note! If the successful tenderer provides an extended warranty longer than 3 years, the duration of the contract will increase accordingly. The activities covered by this procurement are: - “Carrying out the rehabilitation, modernization and equipping works (including procurement of the equipment and its installation) at the Licurici Extended-Hours Kindergarten investment objective within the project ‘Rehabilitation, modernization and equipping of the Licurici Extended-Hours Kindergarten Hunedoara’ SMIS Code 361375”, in accordance with the technical solutions established in the technical documentation prepared pursuant to the provisions of Government Decision no. 907/2016.
