The contract concerns the design, authorization, technical verification, execution, equipping, testing, commissioning, and complete handover of the “New Horizons” Residential Addiction Recovery Center project, located in the municipality of Cluj-Napoca, Valea Gârbăului–East area. The investment includes the construction of the building sections, installations, landscaping and external networks, integrated equipment, the SMART/BMS system, and obtaining final BREEAM Outstanding certification. The maximum completion period is 28 months, of which a maximum of 4 months for design and a maximum of 24 months for execution. The total estimated value is 127,568,538.94 lei excluding VAT, of which 3,972,000.00 lei for design and technical assistance and 123,596,538.94 lei for execution. Requests for clarification may be submitted no later than 20 days before the deadline for submission of tenders, and the contracting authority will publish the consolidated response no later than 12 days before that date. The subject of the contract is the complete design and execution of the “New Horizons Residential Addiction Recovery Center” investment, in the municipality of Cluj-Napoca, Valea Gârbăului - East area, on land in the public domain of the Municipality of Cluj-Napoca, identified by Land Registry/cadastral no. 353371, with an area of 10,504 sq m. The investment holder and landowner is the Municipality of Cluj-Napoca, while the beneficiary and contracting authority is the Cluj-Napoca Directorate of Social and Medical Assistance. The investment aims to establish a specialized residential addiction recovery center intended for adults, adolescents, and children, with integrated accommodation, assessment, counseling, treatment, recovery, therapeutic, educational, sports, social, and reintegration functions. The contractual result is a complete complex, authorized, constructed, equipped, tested, commissioned, accepted, documented, and handed over for operation. Main physical components of the investment: Building 1 - sports hall, with a covered basketball court, changing rooms, sanitary facilities, showers, and technical and support spaces. Building 2 - covered garage for 10 passenger cars, integrated into the site planning. Building 3 - residential center for adults, with accommodation, counseling, therapy, treatment, socialization, medical office, staff spaces, technical spaces, and a civil defense shelter. Building 4 - residential center for adolescents/children, with accommodation, counseling, recreation, dining, medical office, staff spaces, chapel, and technical functions. Building 5 - gatehouse and operational access-control point. Building 6 - external works, access routes and platforms, vertical site planning, networks and connections, drainage, landscaping, and fencing. The contractor has integrated responsibility for taking over and verifying the input documents; the necessary investigations and measurements; design at the applicable stages; obtaining endorsements, approvals, and authorizations; technical verification; execution of all works and installations; supply and installation of equipment and fittings; tests, adjustments, and integrated functional verification; acceptance, as-built documentation, and the technical book; staff training; operational handover and technical assistance. The site is on a slope, classified under geotechnical category 2, with moderate geotechnical risk. The design and execution will treat earthworks, excavations, shoring and bored-pile enclosures, foundations, slope stability, drainage, water collection, and vertical site planning as critical activities. The final solution will be developed, verified, and authorized by the contractor without reducing the approved functions and indicators. The contract includes an obligation to achieve final BREEAM Outstanding (Excellent) certification under the applicable scheme, as well as the design, integration, configuration, and handover of the SMART/BMS systems, with interoperability, data access, licenses, passwords, configurations, and backup copies, avoiding locking the beneficiary into a single supplier. The maximum period is 28 months from the Order to commence design: a maximum of 4 months for design, endorsement/authorization, and technical verification, and a maximum of 24 months for execution. The execution period may be reduced through the scored commitment F7.2. The minimum technical warranty period is 36 months. Structure of the estimated value, excluding VAT: Site preparation: 310,000.00 lei; provision of utilities: 233,720.25 lei. Design, technical verification, and assistance: 3,972,000.00 lei. Basic investment - construction, installations, assembly, machinery, and equipment: 120,732,894.91 lei. Site organization: 2,263,567.07 lei; training of operating personnel: 56,356.71 lei. Total execution component: 123,596,538.94 lei; total estimated value of the procedure: 127,568,538.94 lei. Miscellaneous and unforeseen expenses, amounting to 11,271,341.41 lei excluding VAT, are not included in the published estimated value and are not tendered separately. The approved public funds are maximum amounts; tenders are checked against the communicated estimated value and the applicable legal rules. Requests for clarification must be submitted exclusively through SEAP no later than 20 days before the submission deadline. The authority will publish the consolidated, clear, and complete response no later than 12 days before the deadline for requests received on time. Procedure: open.
