Opportunity description

Considering that the subject matter of this procurement is the design and execution of the works, the method of expressing the procurement price will be based on lump sums corresponding to the packages/categories of activities related to the implementation of the contract. Under this traditional approach, the Contractor agrees, for a lump-sum price, to carry out all operations/works necessary to complete each milestone/determining phase/critical point established by the Contracting Authority, at the level of quality and performance required by it, with the quantity risk therefore being assumed by the Contractor. In this context, the Price List/Price Phasing Schedule, prepared by the Contracting Authority and broken down into levels 1 and 2, will not have associated bills of quantities (these are to be prepared during the process of developing the Technical Design, in accordance with the provisions of point V of Annex No. 10 to Government Decision No. 907/2016), the price list being used primarily to establish a uniform method for preparing financial proposals. The deadline by which clarifications may be requested from the contracting authority is 18 days before the date for submission of tenders. The contracting authority will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline for submission of tenders.
