The subject of the contract is the design, procurement, execution, commissioning, operation and maintenance for three years and handover of the photovoltaic power plant, on the slag and ash deposits associated with the energy branches and on the dumps within the mining branch, including the facilities for connection to the national energy system. Lot 1–Design, procurement, execution, commissioning, operation and maintenance for 3 years and handover of the SE Turceni photovoltaic power plant with a minimum installed capacity of 111.68MWp,including the 400/33 kV substation Lot 2–Design, procurement, execution, commissioning, operation and maintenance for 3 years and handover of the SE Rovinari photovoltaic power plant with a minimum installed capacity of 83.35MWp,including the 220/33 kV substation Lot 3–Design, procurement, execution, commissioning, operation and maintenance for 3 years and handover of the Bohorelu photovoltaic power plant with a minimum installed capacity of 19.21MW Lot 4–Design, procurement, execution, commissioning, operation and maintenance for 3 years and handover of the Pinoasa photovoltaic power plant with a minimum installed capacity of 65.78MWp Main nature of the contract:the execution, by any means, of works corresponding to the requirements specified by the contracting entity exercising a decisive influence on the type or design of the works.Insofar as requests for clarification or additional information were submitted within the deadline specified in the contract notice, the CE will respond clearly and completely to all requests for clarification or additional information in accordance with the provisions of Art. 172 of Law No. 99/2016. The CE establishes 2 (two) deadlines by which it will respond clearly and completely to all requests for clarification, as follows: (i) first deadline: no later than the 27th (calendar) day before the deadline for submission of tenders, the CE will respond to requests for clarification submitted no later than the 41st (calendar) day before the deadline for submission of tenders; (ii) second deadline/final deadline: no later than the 11th (calendar) day before the deadline for submission of tenders, the CE will respond to requests submitted no later than the 19th day. The CE will respond only to requests for clarification submitted by economic operators by the established deadline, in accordance with the provisions of Art. 29, para. 3) of Government Decision 394/2016. NOTE: In addition to the information made available to the CONTRACTOR for each lot by the BENEFICIARY, as part of the process of preparing the TENDER and in order to carry out an objective assessment regarding the associated costs, constraints and risks, as well as all data that could influence the decision to participate in the procedure and for the submission of a substantiated TENDER, in accordance with its own assessment of the field data, any potential Tenderer must inform itself about the atmospheric, seismic, geophysical, geological and climatic conditions of the locations where the WORKS will be carried out. In this regard, potential Tenderers are encouraged to visit the SITE where the WORKS will be carried out for each lot, taking into account the CONTRACTUAL provisions concerning the “Obligation to inform”. NOTE: The Contracting Entity will conduct an online presentation on the method of preparing tenders for this award procedure, addressed to any economic operators potentially interested in submitting a tender under this procedure. Lot 1 – Design, procurement, execution, commissioning, operation and maintenance for 3 years and handover of the SE Turceni photovoltaic power plant with a minimum installed capacity of 111.68 MWp, including the 400/33 kV substation. The activities that will be the subject of the contract concern the design, procurement, execution, commissioning, operation and maintenance for three years and handover of the photovoltaic power plant on the closed ash and slag deposits belonging to SE Turceni, including the 400/33 kV substation, in accordance with the details in the Tender Specifications (lot 1). Through these investments, the intention is to make use of the land areas resulting from the performance of the closure works for the slag and ash deposits within the energy branches and the dumps within the mining quarries, as well as to reduce the costs associated with pollutant emissions, once the new production capacities are commissioned. Note: Due to technical reasons related to the operation of SEAP, the system does not allow the introduction of multiple evaluation factors for the Financial component of the Award criterion. For correct, complete and accurate information, the Contracting Entity specifies that, at the level of the award criterion, the Financial component includes 2 evaluation sub-factors as follows: 1. Price for the engineering, design, execution and commissioning of the grid-connected photovoltaic system per /MWp (euro/MWp) (weighting 25%, maximum 25 points) 2.
