Design and execution of works “REGIONAL PROJECT FOR THE DEVELOPMENT OF WATER AND WASTEWATER INFRASTRUCTURE IN MUREȘ COUNTY” The Design and Execution Contract includes both technological and detailed design as well as the execution of civil works and mechanical, electrical and SCADA installations, including the supply and installation of the related equipment, for the extension of water facilities, transmission pipelines and distribution networks. The scope of the works includes: • The Technical Execution Design in accordance with Government Decision 907/2016 – comprising the design of the technological process (sizing of the disinfection installations) and of the structures, installations and equipment related to the technological facilities within the water facilities, pumping stations and networks, in accordance with the requirements described in Chapter 2 – Contracting Entity’s Requirements; • Preparation of documentation for obtaining all endorsements and permits required for the project from all authorities mentioned in the Urban Planning Certificate, in accordance with the legislation in force in the construction sector in Romania; • Execution of the works and commissioning of the objectives; • Training of the operator’s personnel and preparation of the Operation and Maintenance Manuals in compliance with the conditions imposed by the Employer’s Requirements; • Preparation of as-built drawings and the documents required for the Construction Book in accordance with Government Decision 343/2017, as subsequently amended. In accordance with the provisions of Article 172(2) of Law No. 99/2016, the Contracting Entity establishes two deadlines by which it will respond clearly and completely to all requests for clarification/additional information, as follows: - 20 days before the deadline for submission of tenders for requests for clarification received at least 27 days before the deadline for submission of tenders - on the 11th day before the deadline for submission of tenders for requests for clarification received during the period 26–18 days before the deadline for submission of tenders The Contracting Entity will respond only to requests for clarification submitted by economic operators up to 18 days before the deadline for submission of tenders. The Design and Execution Contract includes both detailed design and the execution of civil works and mechanical, electrical and automation installations, including the supply and installation of the related equipment. The subject of the Contract is the design, preparation of documentation for obtaining endorsements and permits, construction, testing and remedying of defects for all structures, installations and equipment related to the extension of water facilities, transmission pipelines and distribution networks, with a view to improving water-sector infrastructure in the localities of Mureș County included in the project. These works include the electricity supply and integration into the local SCADA system and regional SCADA system. The Contract includes the following works: 1. Construction of the GA Vețca Water Facility: • Chlorination station; • Storage reservoir V=2x100 m3; • Drinking-water pumping station. 2. Transmission pipeline from GA Vețca to the distribution networks, length L=4,037 m. 3. Pumping station on the transmission pipeline toward the locality of Jacodu; 4. UAT Vețca distribution networks, length L=10,434 m, including: • Service connections – 596 units; • Chamber equipped with pressure reducer and pressure measurement – 1 unit; • Hydrants – 17 units. 5. Construction of the GA Neaua Water Facility: • Chlorination station; • Storage reservoir V=2x100 m3. 6. Transmission pipeline from GA Neaua to the distribution networks, length L=2,326 m. 7. UAT Neaua distribution networks, length L=7,597 m, including: • Service connections – 316 units; • Hydrants – 15 units. 8. Pumping station on the distribution networks. 9. Extension of the existing GA Fântânele Water Facility: • Chlorination station; • Integration of the existing reservoir into the operation and monitoring system; • Flowmeter chambers both at the inlet and at the outlet of the facility – 2 units; • Site development (roads, platforms, walkways, vertical grading and landscaping); • Fencing. 10. Extension of the existing GA Călimănești Water Facility: • Chlorination station; • Integration of the existing reservoir into the operation and monitoring system; • Flowmeter chambers both at the inlet and at the outlet of the facility – 2 units; • Site development (roads, platforms, walkways, vertical grading and landscaping); • Generator set; • Fencing. The associated works will include, as applicable, at least the following: • All construction works: demolition, earthworks, load-bearing structure, architecture, metalwork (supports, covers, access platforms, railings, etc.), etc.; • All mechanical works: procurement and installation of mechanical equipment, the necessary hydromechanical installation (pipelines, valves, fittings), lifting installations, etc.; • All HVAC works (heating, ventilation, sanitary installations, air conditioning); • All works required for the electricity supply, automation and control of the entire system through the SCADA system. The required instrumentation for measuring flows, levels and pressures will be provided in order to control and monitor the process. The duration for the design and execution of the works and commissioning of the installations is 22 months, broken down as follows: Design stage: 6 months Works execution period: 15 months Testing and commissioning period: 1 month The defects notification period is at least 36 months. UAT Bălăușeri distribution networks, length L=9,267 m, including: • Service connections – 640 units; • Hydrants – 18 units; 5. Distribution networks in the locality of Zagăr, length L=6,537 m, including: • Service connections – 341 units; • Hydrants – 12 units. 6. Construction of the treated-water supply main for supplying the locality of Viișoara in UAT Viișoara, length L=9,192 m 7. Pumping stations on the Viișoara treated-water supply main – 2 units; 8. Construction of the GA Țigmandru Water Facility: • Chlorination station; • Storage reservoir V=2x125 m3; • Flowmeter chambers both at the inlet and at the outlet of the facility – 2 units; • Site development (roads, platforms, walkways, vertical grading and landscaping); • Fencing. 9. Treated-water transmission pipeline for the locality of Țigmandru (UAT Nadeș), length L=1,044 m; 10. Distribution networks in the locality of Țigmandru (UAT Nadeș), length L=5,345 m, including: • Service connections – 302 units; • Hydrants – 10 units. 11. Treated-water supply main supplying the existing GA Nadeș, length L=6,001 m. 12. Pumping station on the Nadeș treated-water supply main – 1 unit. The associated works will include, as applicable, at least the following: • All construction works: demolition, earthworks, load-bearing structure, architecture, metalwork (supports, covers, access platforms, railings, etc.), etc.; • All mechanical works: procurement and installation of mechanical equipment, the necessary hydromechanical installation (pipelines, valves, fittings), lifting installations, etc.; • All HVAC works (heating, ventilation, sanitary installations, air conditioning); • All works required for the electricity supply, automation and control of the entire system through the SCADA system. Treated-water transmission pipeline supplying Seleuș (UAT Zagăr), length L=2,039 m; 5. Pumping stations on the transmission pipeline toward the locality of Seleuș – 1 unit; 6. Distribution networks in the locality of Seleuș (UAT Zagăr), length L=2,336 m, including: • Service connections – 193 units; • Hydrants – 8 units.
