Through this procurement, design and execution activities will be carried out for works related to Sub-investment I.4.2.1 Rehabilitation of existing permanent reservoirs under the project "Investment I.4. Adaptation to climate change through the automation and digitalization of water discharge and storage equipment at existing reservoirs to ensure ecological flow and increase the security of the population’s water supply and reduce flood risk", financed through the PNRR” - Lots 1-13, CPV Codes – 45240000-1, 45241000-8, 45241100-9, 45247200-2, 45247210-5, 45247212-9, 45247240-4, 45248000-7, 71242000-6, 71322000-1, 71321000-4, 71322400-5, 79930000-2, 71336000-2, in accordance with the requirements and description in the Employer’s Requirements. The procurement is being conducted under the project "Investment I.4. Adaptation to climate change through the automation and digitalization of water discharge and storage equipment at existing reservoirs to ensure ecological flow and increase the security of the population’s water supply and reduce flood risk", financed through the PNRR. The subject of sub-investment I4.2.1 - Rehabilitation of existing permanent reservoirs (dams), which is the subject of this invitation, consists of rehabilitation works for 13 existing dams, as a result of the technical-economic documentation prepared at the DALI stage, where it was concluded that there are no feasible alternatives for reducing flood risks, with the intervention to be carried out in accordance with the requirements provided for at the level of Milestone 16 in the ANNEX to COUNCIL IMPLEMENTING DECISION No. 15833/23 ADD1, concerning the amendment of the Implementing Decision of 29 October 2021 approving the assessment of Romania’s recovery and resilience plan; the investment objectives must be completed in the first quarter of 2026, fully complying with the results and conditions established in the comprehensive and cumulative environmental impact assessment that will be completed in accordance with Directive 2011/92/EU (Environmental Impact Assessment Directive), as well as the relevant assessments in the context of Directive 2000/60/EC (Water Framework Directive) and the appropriate assessment pursuant to Directive 92/43/EEC (Habitats Directive), including implementation of the necessary mitigation measures. Any request for clarification must be submitted in SEAP (https://e-licitatie.ro/pub ). The number of days before the deadline for submission of tenders by which clarifications may be requested is 18 days. The contracting authority will respond clearly and completely to all requests for clarification on the 11th day before the deadline for submission of tenders”. Procurement of design services and execution of rehabilitation works for the existing permanent reservoir, according to the specifications in the Employer’s Requirements. The works provided for in the DALI for Lot 2 – Approved OPTION 1 - consist of: - Intervention works on the Leșu dam, including rehabilitation of the road on the crest - Rehabilitation of the monitoring system, including a warning and alarm system – SCADA - Rehabilitation of hydromechanical and electrical equipment - Measures to ensure longitudinal connectivity - Measures to ensure ecological flows - Creation of floating islands to improve water quality in the - reservoir - Floating-waste collection systems. The works provided for in the DALI for Lot 3 – Approved OPTION 1 - consist of: - Intervention works on intake dams Nos. 1 and 2 - Making the stilling basins at intake dams Nos. 1 and 2 safe - Floating-debris retention system - Rehabilitation/replacement of hydromechanical and electrical equipment - Intervention works on the turbine channel - works to ensure longitudinal connectivity.
