Opportunity description

The subject of the procurement procedure is the award of the design and works execution contract for the objective: PT + Execution “Rehabilitation of the Administrative Palace, 5 Eroilor Boulevard, Brasov” The subject of the contract is the provision of design services in accordance with the design brief in the DALI (including the studies necessary to obtain the DTAC, PT, execution details, DTOE and technical assistance during the execution of the works), as well as the execution of the works to increase safety against seismic risk and improve the technical, functional and energy performance of the Administrative Palace in Brasov, through structural strengthening and rehabilitation works. The Contractor is responsible for the design, execution, testing and commissioning of the works so that the investment objective meets the performance requirements established by these specifications. The Administrative Palace is located in Brașov, 5 Eroilor Boulevard. The general objective of the investment “Rehabilitation of the Administrative Palace, 5 Eroilor Boulevard, Brasov”, conceived in accordance with the provisions of the National Program for the Strengthening of Buildings with High Seismic Risk (PNCCRS), is to increase safety against seismic risk and improve the technical, functional and energy performance of the Administrative Palace in Brasov, through structural strengthening and rehabilitation works, in the coming years. The specific objectives are: - Reducing the seismic vulnerability of the building by implementing the structural strengthening measures established in accordance with the technical assessment, with a view to complying with the requirements of the PNCCRS and standard P100-1/2013, so that upon completion of the works the building is classified as RsIV. - Increasing the level of safety for occupants and the public by strengthening the load-bearing structure, with the aim of preventing loss of life and property in the event of a major earthquake. - Energy efficiency improvement – by implementing the measures established in accordance with the Energy Audit made available through the Specifications for preparing the DALI. These include both measures relating to the building envelope and measures relating to installations. - Rehabilitation of the envelope (facades, roof covering) in compliance with the measures in the Technical Assessment, the Energy Audit and the requirements of the County Directorate for Culture; - Functional adaptation of the interior spaces to meet the current and future needs of the public institutions operating in the building. - Ensuring accessibility – by adapting the building for use by persons with locomotor disabilities: lifts, ramps, dedicated sanitary facilities; - Modernization of installations to meet current requirements for comfort, energy efficiency and operational safety. - Compliance with legal and heritage requirements - Implementation of fire prevention and safety systems to comply with current regulations, protect life and property, and meet the requirements of the County Directorate for Culture; The deadline by which the contracting authority will respond clearly and completely to all requests for clarification or additional information is the 11th day before the deadline for submission of tenders, provided that these requests are submitted within the time limit stipulated in section I.1 of the data sheet, namely 20 days before the deadline for submission of tenders. Economic operators shall take into account the ANAP Notification concerning the method of implementing the provisions of Article 160(2) of Law No. 98/2016 and Article 172(2) of Law No. 99/2016, respectively. The subject of the procurement consists of concluding a works execution contract (including PT and execution of works), in accordance with the provisions of the specifications and those mentioned in point II.1.4) Brief description of the contract or procurement(s). The total estimated value of the design and execution works for the objective PT + Execution “Rehabilitation of the Administrative Palace, 5 Eroilor Boulevard, Brasov” consists of: I. Technical documentation, design services and technical assistance from the designer during the execution of the works and until acceptance upon completion of the works for the objective, and design verification, as follows: 1. Technical documentation for obtaining approvals: 887.943,00 lei excluding VAT 2. Preparation of the technical design and execution details: 3.514.102,00 lei, excluding VAT 3. Technical assistance from the designer: 430.518,00 lei, excluding VAT 4. Technical design verification: 88.794,00 lei, excluding VAT. II. Execution of the works: 1. Construction + installation: 87.667.441, 00 lei, excluding VAT 2. Machinery, technological and functional equipment requiring installation:16.682.566,00 lei, excluding VAT 3. Equipment and furnishings: 3.228.884,00 lei, excluding VAT 4. Expenses related to construction site organization: 1.345.368,00 lei, excluding VAT 5. Training of operating personnel: 69.032,00 lei, excluding VAT 6.
