The contracting authority will respond clearly and completely to requests for clarification/additional information regarding the procurement documentation 11 days before the deadline for submission of tenders. The following works will be carried out within the project according to the PT: - conversion of the properties affected by mining activities, namely an area of 122,034 sqm will be reintegrated into the socio-cultural-educational circuit through the creation of new public spaces, -conversion for new socio-cultural uses through investments in infrastructure, namely sports grounds, an area for socio-cultural-educational events and rest and socialising areas will be developed. The first step in preparing the site area is clearing the land of any waste. For the purpose of densifying the forest area, the contractor will replant the existing saplings at least 2 m tall from the areas on which construction is to take place. The tree vegetation will be removed and relocated, as far as possible, outside the area where buildings will be located, and the removed and relocated vegetation will comply with the landscaping proposed in the project. At this stage, the entire plot will also be fenced to ensure a high level of security during construction and a uniform appearance. The next step in the urban regeneration project is land development. The areas intended for planting, as well as for public relaxation and socialising, will be covered with a 10 cm-thick layer of soil, over which calcium amendment will be spread at a rate of 1 kg per 1 sqm. Given that the entire intervention is estimated to be completed over 4 years, the landscaping will be carried out in stages correlated with the vegetative dormancy seasons and with the chemical processes occurring in the soil. The areas where planting will take place will be sown predominantly with clover. Earthworks will be carried out according to the general plan and vertical systematisation, so that the land is prepared for the placement of the buildings. Furthermore, in areas distant from the buildings where there will only be landscaped green spaces, the planting of vegetation will begin in accordance with the proposed landscaping. There will be strips of Japanese lawn along the circulation routes and clusters of shrubs and trees, which will be planted during the cold season. Their placement will be carried out according to the landscaping drawings. The planting material will come from a nursery. The following will be procured from there: deciduous trees, coniferous trees, shrubs (coniferous and deciduous) and ornamental perennial plants. During this period of execution, the development of the two ponds in the park area will also be prepared. The presence of the ponds will support the surrounding park-type area, which will incorporate elements of vegetation, trees, shrubs and decorative plants from mountainous areas. From an infrastructure perspective, installations for the utility networks will be constructed in order to complete the works involving intervention on the land, as well as the circulation routes. Construction of the circulation routes will be completed after the building works have ended. To the extent that the buildings in the respective area are fully constructed, their completion may proceed. The selected road surfaces are rough, non-slip and stable. In areas where there are level differences greater than 2.5 cm, access ramps will be constructed to facilitate access for persons with disabilities and prevent tripping. The most important building in the leisure complex is the administrative building, which will have administrative functions, a service room, information office, ticket office, storage areas and toilets. The ticket office has the role of coordinating the entire location, also given that it is situated near the main entrance to the complex. The sanitary facility and shower buildings will be positioned according to the general plan and the site plan, in order to meet the needs of the entire rest and socialising area. The sanitary facilities comprise a complex of 4 building units – 2 with showers and washbasins and 2 with toilets. They will be placed on a single wooden platform, and the space between the buildings, intended as a waiting area, will be covered with wooden pergolas. The grill facilities will be built at a location in accordance with the general plan and the corresponding site plan. This consists of a terrace covered with ceramic tiles, with a structure of concrete columns and beams, with brick ovens and grills, furnished with worktops for food preparation, as well as tables with wooden benches, and they will serve the entire rest and socialising area in the south of the plot. The entire complex requires a varied range of installations whose operation must be maintained and checked constantly, and certain installations require specially fitted enclosed spaces. For this purpose, 3 technical annexes will be built within the complex. A rest and socialising area and two amphitheatres made of gabions, with seating surfaces made of wood treated for outdoor use, will be developed. Sports grounds, as well as other recreation areas with various purposes, will be installed as follows: -sports grounds; -skatepark; -area for socio-cultural-educational events; -minigolf course. The sports grounds will operate free of charge depending on requests. The following socio-cultural-educational activities will take place within this project: -sports and recreational activities will take place on the sports grounds -socio-cultural events will be organised both on the stage and terraced green area and in the open-air amphitheatre. these activities refer to shows, Momârlani fairs - various workshops will be organised to promote local traditions and customs.
