Opportunity description

The purpose of the public procurement is to prepare technical documentation in full accordance with the current situation of the objective and with the legal regulations in force, drawn up on the basis of mixed SF no. 30/2023 made available by the Contracting Authority, and to execute the construction-installation works for the implementation of the investment objective under the project “Improving access to healthcare services and increasing the quality of medical care through the Construction of a new building for the relocation of certain medical activities within Sighetu Marmației Municipal Hospital”, an investment objective financed through the National Investment Program in Hospital Infrastructure. The contract entails the completion of the following stages: 1. Technical design services (preparation of the technical-economic documentation for the DTAC phases, including obtaining the building permit, DTOE, PT and DDE), technical assistance services from the designer during the execution of the works. 2. Execution of the works based on the Technical Project verified and authorized in accordance with the legal provisions. Number of days before the deadline for submitting tenders/applications by which clarifications may be requested: 20. The deadline, expressed as a number of days, within which the CA will respond clearly and completely to all requests for clarification is 12 days before the deadline established for submitting tenders. The subject of the public procurement is Technical design services (preparation of the technical-economic documentation for the DTAC, DTOE, PT and DDE phases, technical assistance from the designer) and execution of works under the project “Improving access to healthcare services and increasing the quality of medical care through the Construction of a new building for the relocation of certain medical activities within Sighetu Marmației Municipal Hospital”, an investment objective financed through the National Investment Program in Hospital Infrastructure. The estimated value is 207.222.802,55 lei excluding VAT. Of which: Ch. 1 – Item 1.2+1.3+1.4 of the Cost Estimate, resulting in a value of 4.550.000 lei excluding VAT, as follows: 1.2 Site development – 500.000 lei excluding VAT; 1.3 Arrangements for environmental protection and restoration of the site to its initial condition – 50.000 lei excluding VAT; 1.4 Expenses for the relocation/protection of utilities – 4.000.000 lei excluding VAT; Ch. 2 – Item 2.2 of the Cost Estimate, Expenses for ensuring the utilities required for the investment objective – resulting in a value of 100.000 lei excluding VAT Ch. 3 – Item 3.2+3.4+3.5.4+3.5.6+3.8.1+3.8.3 of the Cost Estimate, resulting in a value of 4.477.102,55 lei excluding VAT, as follows: 3.2. Supporting documentation and expenses for obtaining endorsements, agreements and authorizations – 3.000 lei excluding VAT; 3.4 Certification of the energy performance and energy audit of buildings – 50.000 lei excluding VAT; 3.5.4 Technical documentation required for obtaining endorsements/agreements/authorizations – 198.900 lei excluding VAT; 3.5.6 Design services (Technical Project with DDE, DTAC phase, DTOE,) – 3.902.514 lei excluding VAT; 3.8.1 Technical assistance from the designer – 292.688,55 lei excluding VAT; 3.8.3 Health and safety coordinator – In accordance with Government Decision 300/2006, as subsequently amended and supplemented – 30.000 lei excluding VAT. Ch. 4 – Item 4.1+4.2+4.3 of the Cost Estimate, resulting in a value of 197.945.700 lei excluding VAT, as follows: 4.1. Construction and installations – 194.040.000 lei excluding VAT; 4.2. Installation of machinery and technological and functional equipment – 1.085.700 lei excluding VAT; 4.3. Machinery and technological and functional equipment requiring installation – 2.820.000 lei excluding VAT; Ch. 5 – Item 5.1.1+5.1.2 of the Cost Estimate, resulting in a value of 150.000 lei excluding VAT, as follows: 5.1.1 Construction works for site organization – 100.000 lei excluding VAT 5.1.2 Expenses related to site organization – 50.000 lei excluding VAT Total duration of the contract: maximum 43 months, of which: a) maximum duration of design services – 6 months; • Maximum 1 month for the documentation required to obtain endorsements/authorizations (DTAC phase and obtaining authorization); b) maximum duration for the execution of works; begins on the date of completion and approval of the Technical Project and Execution Details and the issuance of the Administrative Commencement Order issued by the beneficiary – 36 months; c) technical assistance activity; begins when the execution works commence and also includes the period of technological trials and tests. Miscellaneous and unforeseen expenses are not included in the estimated value. The estimated value of the contract to be awarded does not include the amount corresponding to the miscellaneous and unforeseen expenses specified in the project budget (general cost estimate), namely the expenses related to the budget margin and the establishment of the implementation reserve for price adjustment, but this was taken into account when determining the type of award procedure, these being available, as applicable, depending on needs or justified price adjustments, through amendment of the contract under the conditions provided for in Art. 221 of Law no. 98/2016 on public procurement.
