Opportunity description

The total duration of the design services is 67 months, broken down as follows: • Stage for activities carried out during the execution of the works:  The execution duration is 31 months (930 days), allocated as follows:  interval that includes the period from the date specified in the Order to commence execution of the works issued by the contracting authority to the general contractor, until completion of the acceptance upon completion of the works. • Stage for activities carried out during the works warranty period  The warranty for the works is 36 months (1080 days) from the conclusion of the acceptance report upon completion of the works, in accordance with the provisions of Law 10/1995, Article 7, paragraph (3). If the duration of execution of the works is extended by the beneficiary, the site supervisor is entitled to request a corresponding extension of the service provision period, without changing the contract price. Clarifications may be requested 18 days before the deadline for submission of tenders. The contracting authority will communicate to all economic operators the answers to the clarification questions received – accompanied by the related questions – taking measures not to disclose the identity of the party that requested the respective clarifications, by publishing them on the website www.e-licitatie.ro - SEAP - within the contract notice related to this procedure in the “Documentation and clarifications” section. The contracting authority will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline established for submission of tenders. The total estimated value of the procurement is 2,000,388.41 lei excluding VAT, of which: Consultancy chapter 3.7.1.: Project management for Design services and execution of works: 1,333,592.27 lei excluding VAT and Site supervision chapter 3.8.2.: Site supervision for Design services and execution of works: 666,796.14 lei excluding VAT PROCUREMENT OF SUPERVISION SERVICES (CONSULTANCY and SITE SUPERVISION) for the services related to the real estate investment objective: “Investment works at barracks 2749 Mangalia” Project code: 2022-I-2749, for which Contractual Agreement A-353 / 11.03.2025 was concluded; In order to carry out the investment, it is proposed to structure the works in accordance with the following real estate investment objects, which have the functions described below: • Object 1: Site development The site development works include proposed systematization works, land leveling and compaction works, landscaping and vegetation planting works, construction of vehicular and pedestrian paths and access routes on the site, and demolition works for 25 of the 31 existing structures on the site. There are 31 structures on the site; 6 of them will be retained on the site, while the others are proposed for demolition. The structures proposed for demolition are as follows: 1. Demolition of pavilion S - garage/barracks 870; 2. Demolition of pavilion P1 – garage and adjacent structures – sewerage basin and storage facility/barracks 2749; 3. Demolition of pavilion V8 - vehicle shed/barracks 2749; 4. Demolition of pavilion A2 - access point/barracks 2749; 5. Demolition of the makeshift structure located between pavilion A3/2749 and the enclosure of barracks 2749 on the northern side; 6. Demolition of the hydrocarbon separator and removal of petroleum residues/barracks 870, west of pavilion M1; 7. Demolition of vehicle ramps; 8. Demolition of pavilions T, S, C3, V5/barracks 2749; 9. Demolition of pavilions Pl, Ml, SI, S2, X, K, U3/barracks 870; 10. Demolition of makeshift structures for various purposes (current C.L. warehouse, former CL warehouse of the ApCBRN Company, central fire prevention and extinguishing post, obstacle course for all service branches)/barracks 2749/870; 11. Demolition of the fuel tank for the old heating plants and petroleum residues from barracks 2749 and removal of the petroleum residues; • Object 2: Construction of new pavilion - control point • Object 3: Construction of a new pavilion comprising mess hall, infirmary, accommodation, gymnasium • Object 4: Construction of a shed for housing military equipment (1) • Object 5: Construction of a shed for housing military equipment (2) • Object 6: Construction of a self-service car wash • Object 7: Construction of a fuel supply station • Object 8: Reconstruction of the barracks enclosure and perimeter lighting • Object 9: Construction of roads and platforms • Object 10: Construction of a parking lot for privately owned cars on the northern side of the unit • Object 11: Utility connections/service connections • Object 12: Electric power generators • Object 13: Outdoor lighting • Object 14: Water facility • Object 15: Wastewater treatment plant Procedure: open.
