Opportunity description

The total duration of the design services is 45 months, broken down as follows: • Stage for activities carried out during the execution of the works:  The execution duration is 9 months (270 days), allocated as follows:  interval that includes the period from the date specified in the Order to commence execution of the works issued by the contracting authority to the general contractor, until the acceptance upon completion of the works. • Stage for activities carried out during the works warranty period  The works warranty is 36 months (1080 days) from the conclusion of the acceptance report upon completion of the works, in accordance with the provisions of Law 10/1995, Art. 7, para. (3). If the duration of execution of the works is extended by the beneficiary, the site supervisor has the right to request, accordingly, an extension of the service provision period, without changing the contract price. Clarifications may be requested 18 days before the deadline for submission of tenders. The contracting authority will communicate to all economic operators the answers to the clarification questions received – accompanied by the corresponding questions – taking measures not to disclose the identity of the party that requested the respective clarifications, by publishing them on the website www.e-licitatie.ro - SEAP - within the contract notice related to this procedure in the “Documentation and clarifications” section. The contracting authority will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline established for submission of tenders. The total estimated procurement value is 937,764.65 lei excluding VAT, of which: Consultancy chapter 3.7.1.: Project management for Design services and execution of works: 375,105.86 lei excluding VAT and Site supervision chapter 3.8.2.: Site supervision for Design services and execution of works: 375,105.86 lei excluding VAT and 3.8.3.: Health and safety coordinator - in accordance with Government Decision No. 300/2006, as subsequently amended and supplemented: 187,552.93 lei excluding VAT. PROCUREMENT OF SUPERVISION SERVICES (CONSULTANCY and SITE SUPERVISION) for the services related to the real estate investment objective: “CONSTRUCTION OF A HANGAR INTENDED FOR AIRCRAFT MAINTENANCE ACTIVITIES AT BARRACKS 888 MIHAIL KOGALNICEANU” project code: 2023-I-888 Mihail Kogălniceanu – for which Contractual Agreement No. A-997 / 01.08.2025 was concluded; For the implementation of the investment, it is proposed that the works be structured in accordance with the following real estate investment objects, which have the functions described below: The objects related to this investment are: Object 1 – Demolition of pavilion j hangar; Object 2 – Construction of new helicopter maintenance hangar pavilion; Object 3 – Demolition of the concrete platform in front of the hangar and the aviation traffic drainage channel; Object 4 – Construction of a concrete platform in front of the hangar and aviation traffic drainage channel; Object 5 – Utility networks, service connections/connections related to the hangar; Object 6 – Generator set; The activities to be procured through this procurement procedure are: - preparation of the investment implementation program; - organization, coordination and control of the implementation of the program; - organization and control of the site supervisor's activity; - performance of the site supervision service, in accordance with the applicable legal provisions; - verification that the necessary financial resources are secured, in accordance with the investment implementation program and the contracts concluded; - verification of compliance with the contractual clauses concluded with contractors and suppliers; - management of the contracts concluded for the implementation of the objective; - organization and assurance of the conduct of acceptance upon completion of the works in accordance with the legal provisions; - preparation of the construction technical book in accordance with the legal provisions; - organization and performance of monitoring of the investment's behavior over time during the warranty period, in accordance with the legal provisions; - organization and assurance of the conduct of final acceptance.
